                                  Description of STA Request

ISAT US Inc. (“ISAT US”) hereby requests a 30-day special temporary authority (“STA”)
extension with respect to its Global Xpress (“GX”) network to continue to operate a 3.5 meter
earth station located in Lino Lakes, Minnesota. The STA extension will facilitate over-the-air
site acceptance testing (“OSAT”) and end-to-end testing of the 30.0-31.0 GHz and 20.2-21.2
GHz payload on the Inmarsat Global Xpress Ka-band network using the Inmarsat 5 F2 (I5 F2)
satellite located at 55W. The earth stations will continue testing using the same technical
parameters for which they were previously authorized under IB File No. SES-STA 20150731-
00484 (“GX OSAT STA”) on August 20, 2015. Initial testing has been successful, but
additional testing is required as a result of some equipment availability issues.

Grant of the requested STA extension will serve the public interest, convenience and necessity
because it will help ensure that the GX network performs according to its design specifications
and will enable Inmarsat to proceed in implementing its ultimate plans to deploy broadband
access service. As detailed in various GX applications and STA requests over the last several
years, facilitating the ultimate availability of broadband access will help satisfy the rapidly
growing enterprise, government and consumer demand for ubiquitous Internet connectivity on
land, at sea, and in the air. The Commission previously has granted STA under similar
circumstances.

Therefore, ISAT US respectfully requests that the Commission grant its STA extension request
for 30 days, beginning November 18, 2015.
