                    Riverside, California Earth Station E040125

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 30 days—from October 20, 2015 through
November 18, 2015—of the Special Temporary Authority (“STA”)1 previously granted Intelsat to use
its Riverside, California C-band earth station—call sign E040125—to provide launch and early orbit
phase (“LEOP”) services for Intelsat 34,2 telemetry, tracking, and command (“TT&C”) during in-orbit
testing (“IOT”) at 51.5° W.L., TT&C during the drift of Intelsat 34, and TT&C at the satellite’s final
location at 55.5° W.L.3 Specifically, Intelsat is seeking an extension of STA to continue to conduct
TT&C for Intelsat 34 at 55.5° W.L. Intelsat 34 arrived on-station at 55.5° W.L. on October 2, 2015.

The Intelsat 34 operations will be performed using the following frequencies: 6173.7 MHz and 6176.3
MHz in the uplink (LHCP), and 3949.0 MHz, 3949.5 MHz, 3950.5 MHz, and 3951 MHz in the
downlink (RHCP). The LEOP operations will be coordinated with all operators of satellites that use the
same frequency bands and are in the LEOP path.4

In the extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA further extension request will allow Intelsat to continue to ensure the station—keeping
of the Intelsat 34 satellite. This, in turn, will help ensure continuity of service at the 55.5° W.L. orbital
location and thereby promotes the public interest.
