                                 Description of STA Request

       ISAT US Inc. (“ISAT US”) hereby requests a 30-day special temporary authority (“STA”)
extension with respect to its Global Xpress (“GX”) network to continue to operate a 3.5 meter
earth station located in Lino Lakes, Minnesota. The STA extension will facilitate over-the-air
site acceptance testing (OSAT) and end-to-end testing of the 30.0-31.0 GHz and 20.2-21.2 GHz
payload on the Inmarsat Global Xpress Ka-band network using the Inmarsat 5 F2 (I5 F2) satellite
located at 55º W.L. The earth stations will continue testing using the same technical parameters
for which they were previously authorized under IB File No. SES-STA 20150731-00484 (“GX
OSAT STA”) on August 20, 2015 and again pursuant to a grant of extension under IB File No.
SES-STA-20150918-00597 on September 29, 2015 (with such extension authorization ending
October 18, 2015). Initial testing has been successful, but additional testing is required as a
result of some equipment availability issues and associated delays in testing.

       Grant of the requested STA extension will serve the public interest, convenience and
necessity because it will help ensure that the GX network performs according to its design
specifications and will enable Inmarsat to proceed in implementing its ultimate plans to deploy
broadband access service. As detailed in various GX applications and STA requests over the last
several years, facilitating the ultimate availability of broadband access will help satisfy the
rapidly growing enterprise, government and consumer demand for ubiquitous Internet
connectivity on land, at sea, and in the air. The Commission previously has granted STA under
similar circumstances.

      Therefore, ISAT US respectfully requests that the Commission grant its STA extension
request for 30 days, beginning October 18, 2015.
