ISAT US, Inc. (ISAT US) is granted STA for 30 days to conduct testing of the Inmarsat Global
Xpress Ka-band network components using the Inmarsat 5 F2 satellite ("IS F2") located at 55°
W.L.. Testing will be conducted using three fixed earth station antenna types: 0.65m Skyware
Atom 65AA antenna, 0.75m Cobham 5075 antenna, and the 0.60m Cobham Sailor 6OGX
antenna located at the following locations:
       1 .Orlando, Florida Site: 28.57 North Latitude / 81.21 West Longitude
       2.Fort Lauderdale, Florida Site: 26.19 North Latitude / 80.17 West Longitude
       3.Fort Lauderdale, Florida Site: 26.12 North Latitude / 80.11 West Longitude
       4.New York, New York Site: 40.76 North Latitude / 74.00 West Longitude
       5.New York, New York Site: 40.78 North Latitude / 73.99 West Longitude

Testing will be conducted in the 29.5-30.0 GHz (Earth-to-space) and 19.7-20.2 GHz (space-to-
Earth) frequency bands under the following conditions:

1.      All operations by ISAT US shall be on an unprotected basis and shall not claim
protection from interference caused to it by any other lawfully operating station.

2.      In the event that any harmful interference is caused as a result of STA operation, ISAT
US shall cease operations immediately upon notification of such an event, and shall inform the
Commission immediately, in writing, of the event.

3.      Any action taken or expense incurred as a result of operations pursuant to this STA is
solely at ISAT US's own risks.


4.       The licensee shall take all necessary measures to ensure that the antenna does not create
potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits
defined in 47 CFR 1.1307(b) and 1.1310 wherever such exposures might occur. Measures must
be taken to ensure compliance with limits for both occupational/controlled exposure and for
general populationluncontrolled exposure, as defined in these rule sections. Compliance can be
accomplished in most cases by appropriate restrictions, such as fencing. Requirements for
restrictions can be determined by predictions based on calculations, modeling, or by field
measurements. The FCC's OET Bulletin 65 (available on-line at www.fcc.gov/oet/rfsafety)
provides information on predicting exposure levels and on methods for ensuring compliance,
including the use of warning and alerting signs and protective equipment for workers.

5.      Operations under STA will be in compliance with Section 25.138 of the Commission's
rules, 47 C.F.R. § 25.138, and will be operated through the Lino Lakes Satellite Access station
authorized under E120072, SES-LIC-20120426-00397 and monitored by the Inmarsat Network
Operations Center (NOC).


6.     Grant of this authorization is without prejudice to any determination that the Commission
may make regarding ISAT US's pending FCC application IBFS File No. SES-LIC-20 150625-
00383.

7.      This action is issued pursuant to Section 0.26 1 of the Commission's rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.
