                  Description of Request for Special Temporary Authority

         ViaSat, Inc. (“ViaSat”) hereby requests special temporary authority (“STA”) to operate
up to 20 Mantarray model M32 aeronautical earth station (“AES”) terminals in the 28.35-29.1
GHz and 29.5-30.0 GHz portions of the Ka band for uplink communications and the 18.3-19.3
GHz and 19.7-20.2 GHz portions for downlink communications. ViaSat has an application
pending before the Commission for permanent authority to operate M32 AES terminals pursuant
to its blanket license E120075. See File No. SES-MOD-20150911-00584. All of the relevant
technical parameters for the proposed STA operations are provided in that pending modification
application and are incorporated by reference in this request for STA.

         Grant of STA to deploy these AES terminals would support customer roll-out of this
terminal type following the grant of FAA Supplemental Type Certification of the antenna,
thereby expediting the public interest benefits of meeting rapidly growing consumer demand for
high-speed mobile broadband services, including streaming video, while in-flight. As detailed in
the underlying application, the M32 terminal type has been coordinated with all operators of
satellite systems within 30 degrees of the requested satellite points of communication, and thus
would operate without causing harmful interference to primary Ka-band operations. Therefore,
grant of the requested STA would promote the public interest.

       ViaSat requests STA for a period of 60 days.
