Washington, D.C. 20554 Re: Request for Extension of Special Temporary Authority Riverside, California Earth Station E040125 Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests an additional 30 days—from September 19, 2015 through October 18, 2015—of the Special Temporary Authority (“STA”)1 previously granted Intelsat to use its Riverside, California C-band earth station—call sign E040125—to provide launch and early orbit phase (“LEOP”) services for Intelsat 34,2 telemetry, tracking, and command (“TT&C”) during in-orbit testing (“IOT”) at 51.5° W.L, and TT&C during the drift of Intelsat 34 to its final location at 55.5° W.L.3 Additionally, Intelsat is requesting authority to provide TT&C to Intelsat 34 on-station at 55.5° W.L. Intelsat 34 was successfully launched on August 20, 2015. The Intelsat 34 operations will be performed using the following frequencies: 6173.7 MHz and 6176.3 MHz in the uplink (LHCP), and 3949.0 MHz, 3949.5 MHz, 3950.5 MHz, and 3951 MHz in the downlink (RHCP). The LEOP operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path.4 All operators of potentially affected satellites will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. Dortch September 11, 2015 Page 2 In the extremely unlikely event that harmfulinterference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA extension request will allow Intelsat to continue to prepare the Intelsat 34 satellite for operation. This, in turn, will help ensure continuity of service at the 55.5° W.L. orbital location and thereby promotes the public interest.
