                           DESCRIPTION OF STA REQUEST

I.     DESCRIPTION OF STA REQUEST

        Inmarsat Mobile Networks, Inc. (“Inmarsat Mobile Networks”) hereby requests
special temporary authority (“STA”) to operate two earth station user terminal antennas
located in Atlanta and Savannah, Georgia, to facilitate over-the-air site acceptance testing
(“OSAT”) of the Inmarsat Global Xpress Ka band network components using the Inmarsat 5
F2 satellite (“I5 F2”) located at 55º W.L. The earth station antenna type is the L3 Cheetah II
(“Antenna”). Operations of the Antenna during this period would be within the envelope of
the technical parameters of the existing license application for the Antenna 1 and will be
operated through the Lino Lakes Satellite Access Station authorized under call sign E120072.
The OSAT will be conducted in the following frequencies:
                Transmit: 29.5-30.0 GHz
                Receive: 19.7 – 20.2 GHz

       Inmarsat Mobile Networks incorporates by reference the technical parameters of the
Antenna as set forth in Pending Application. All operations of the Antennas would be at the
following fixed locations:

       Atlanta Site: 33.91 North Latitude / 83.98 West Longitude
       Savannah Site: 32.14 North Latitude / 81.20 West Longitude

       I5 F2 and the Lino Lakes Satellite Access Station have both been authorized for U.S.
market access from the 55º W.L. orbital location. 2

        Inmarsat Mobile Networks will be responsible for the technical aspects of the user
terminal support, using the Ka-band portion of the satellite prior to its commercial operation.
The user terminal operations will be closely monitored by the Inmarsat Network Operations
Center (NOC) and various engineering teams associated with the OSAT campaign to ensure
compliance with the requested testing authority. It is expected that the Antennas will be used
starting September 17, 2015 for up to 30 days.

       Grant of the requested STA will serve the public interest, convenience and necessity
because it will enable Inmarsat Mobile Networks to conduct essential network testing and the
Inmarsat-5 F2 spacecraft, within technical parameters consistent with the parameters
described herein using the identified Antenna, without creating any risk of harmful

interference. Inmarsat Mobile Networks respectfully requests that the Commission grant
STA beginning September 17, 2015 for a period of 30 days.
