Special Temporary Authority (STA)

Intelsat License LLC is granted a STA, under the following conditions, for 30 days,
beginning September 30, 2015, to utilize a 9.2m Ka—band antenna located at its Riverside,
California teleport to provide launch and early orbit phase ("LEOP") services for the
NBNCo—1A satellite at permanentorbital location 140.2° E.L.licensed by Australia. The
in—orbit testing location will be 140.2° E.L. The launchis expected to be on September
30, 2015.
1. Uplink (Earth—to—space) frequencies will be on 29501.50 MHz and 29503.50 MHz
(LHCP) within the coordinated emission and power limits.

2. Downlink (space—to—Earth) frequencies will be on 19343.00 MHz and 19343.00 MHz
(LHCP).
3. Operations under this STA authorization is only for its Riverside, CA teleport to
provide launch and early orbit phase (LEOP) services for the NBNCo—1A satellite.

4. All operators of satellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information for the Intelsat 30 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

5. All operations under this grant of STA shall be on an unprotected and non—harmful
interference basis. Intelsat License LLC‘s shall not cause harmfulinterference to, and
shall not claim protection from interference caused to it by, any other lawfully operating
radio communication system.

6. In the event of any harmful interference under this grant of STA, Intelsat License LLC,
must cease operations immediately upon notification of such interference, and must
inform the Commission, in writing, immediately of such an event.

7. Grant of this authorization is without prejudice to any determination that the
Commission may make regarding pending or future Intelsat License LLC applications.

8. Any action taken or expense incurred as a result of operations pursuant to this STA is
solely ‘at Intelsat License LLC‘s risk.

Grant of this STA request will allow Intelsat to help launch the NBNCo—1 A satellite. This, in turm, will
help provide additional capacity at the 140.2° E.L. orbital location and thereby promotes the public
interest.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing September 30, 2015, to utilize a 9.2m Ka—band antenna located at its Riverside,
California teleport to provide launch and early orbit phase ("LEOP") services for the NBNCo—1 A
satellite. NBNCo—1A is expected to be launched on September 30, 2015." The LEOP period is expected
to last approximately 10 days.‘

The NBNCo—1A LEOP operations will be performed in the following frequency bands: 29501.5 MHz
and 29503.5 MHz in the uplink (LHCP), and 19341.00 MHz and 19343.00 MHz in the downlink
(LHCP). The LEOP operations will be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path.* All operators of satellites in that path will be provided with
an emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

‘ Intelsat has filed its STA request, an FCC Form 159, a $195.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
 The permanent orbital location for NBNCo—1A , which Intelsat understands is licensed by Australia, will be at
140.2° E.L. The in—orbit testing location will be 140.2° E.L.
* Intelsat is seeking authority for 30 days to accommodate a possible launch delay.
* SSL, the manager of the NBNCo—1A LEOP mission, will handle the coordination.
