Special Temporary Authority (STA)

Universal Space Network, Inc. ("USN") is granted a STA to operate its S—band earth
station in Naalehu, Hawaii, for 30 days, beginning on September 9 to October 9, 2015, to
conduct launch and early orbit phase (LEOP) services and provide telemetry, tracking,
and control (TT&C) functions during in—orbit testing (IOT) and drift of the Galileo
(FOCS and FOC6) satellite. The satellite is expected to be launched on September 9,
2015. The LEOP and TT&C operations during IOT will be under the following
conditions:

1. USN must coordinate with the Naval Surface Warfare enter, Dahlgren Division
(NSWCDD), Mr. James Moneyhon (540) 653—3477, or james.moneyhon@navy.mil, a
minimum of5—days prior to any operations to mitigate harmful interference to Navy and
Marine Corps operations. USN must also comply with any and all restrictions that may
be levied by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD).

2. Uplink (Earth—to—space) frequencies to Galileo satellite are 2040.399 MHz, 2046.051
MHz and 2048.887 MHz (LR) center frequency within coordinated emission and power
limits.

3. Downlink (space—to—Earth) frequencies from Galileo satellite are 2215.818 MHz,
2221.956 MHz and 2225.025 MHz (LR) center frequency.

4. All operations under this grant of STA shall be on an unprotected and non—harmful
interference basis. USN shall not cause harmful interference to, and shall not claim
protection frominterference caused to it by, anyother lawfully operating radio
communication system.

5. In the event of any harmfulinterference as a result of operations underthis grant of
STA, USN shall cease operations immediately upon notification of such interference and
shall immediately inform the Commission, in writing, of such an event.

6. Grant of this STA is without prejudice to any determination that the Commission may
make regarding pending or future USN‘s applications.

7. Any action taken or expense incurred as a result ofoperations pursuant to this STA is
solelyat USN‘s risk.

     September 9,       2015.      Support requested for 60 days for the LEOP & IOT Phase.
