Applicant: Intelsat License LLC File No.: SES—STA—20150717—00461 Call Sign: E4132 Special Temporary Authority (STA) Intelsat License LLC ("Intelsat") is granted a STA to operate its C—band earth station, Call Sign E4132, in Fillmore, California, for 30 days to conduct launch and early orbit phase (LEOP) services and provide telemetry, tracking, and control (TT&C) functions during in—orbit testing (IOT) and drift of the U.S. licensed Intelsat 34 satellite. The satellite is expected to be launched on August 20, 201 5. The LEOP and TT&C operations during IOT will be under the following conditions: 1. Uplink (Earth—to—space) frequency to Intelsat 34 satellite are 6173.70 MHz and 6176.30 MHz (LHCP) center frequency within coordinated emission and power limits. Downlink (space—to—Earth) frequencies from Intelsat 34 satellite are 3949 MHz, 3949.50 MHz, 3950.50 MHz, and 3951 MHz (RHCP) center frequencies. Intelsat will coordinate the proposed IOT operations at IOT location 51.5° W.L. with operators of co—frequency satellites within six degrees. During the drift from 51.5° W.L. to the satellite‘s permanent orbital location 55.5° W.L. Intelsat will coordinate with operators ofco—frequency satellites in the drift path. The LEOP operations must be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path. All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. Currently the 24x7 contact information for the Intelsat 34 satellite LEOP mission is as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310) 525—5591— West Coast Operations Center (back—up). Requests to speak with Harry Burnham or Kevin Bell. All operations under this grant of STA shall be on an unprotected and non— harmful interference basis. Intelsat‘s E4132 shall not cause harmful interference to, and shall not claim protection from interference caused to it by, any other lawfully operating radio communication system. In the event of any harmful interference as a result of operations under this grant of STA, Intelsat shall cease operations immediately upon notification of such interference and shall immediately inform the Commission, in writing, of such an event. Grant of this STA is without prejudice to any determination that the Commission may make regarding pending or future Intelsat License LLC applications.
