Special Temporary Authority (STA)

Intelsat License, LLC is granted special temporary authority, for 30 days, beginning May 27, 2015, to use
its Castle Rock, Colorado Ku—band earth station, Call Sign KL92, to provide launch and early orbit phase
(LEOP) services for SkyMexico—1/DIRECTV KU—79W satellite licensed by United States to its in—orbit
test location at 77.5° W.L. on the center frequencies: (Earth—to—space) 14001 MHz and 14496.5 MHz
(LHCP), and (space—to—Earth) 11700.75 MHz and 11702.25 MHz (RHCP), under the following
conditions:

     1.     All operations must be within the coordinated emission and power limits.

     2. The LEOP operations must be coordinated with all operators of satellites that use the same
            frequency bands and are in the LEOP path. All operators of satellites in that path will be
            provided with an emergency phone number where the licensee can be reached in the event that
            harmful interference occurs. Currently the 24x7 contact information for the SkyMexico—
            1/DIRECTV KU—79W satellite LEOP mission is as follows: Ph.: (703) 559—7701 —East Coast
            Operations Center (primary); (310) 525—5591— West Coast Operations Center (back—up).
            Requests to speak with Harry Burnham or Kevin Bell.

            All operations under this grant of STA shall be on an unprotected and non—harmful interference
            basis. Intelsat‘s KL92 shall not cause harmful interference to, and shall not claim protection
            from interference caused to it by, any other lawfully operating radio communication system.

            Grant of this authorization is without prejudice to any determination that the Commission may
            make regarding pending or future Intelsat License LLC applications.

            This STA can only be used to provide launch and early orbit phase ("LEOP") services for the
            SkyMexico—1/DIRECTV KU—79W satellite.

            Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
            Intelsat License LLC‘s risk.

     This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
     C.F.R. § 0.261, and is effective upon release.

Dear Ms. Dortch:

Intelsat Llcense LLC (“Intelsat”) herein requests an expedited grant of Special Temporary Authority
(*STA")‘ for 30 days, commencing May 27, 2015, to use its Castle Rock, Colorado Ku—band earth
station—call sign KL92—to provide launch and early orbit phase ("LEOP") services forSkyMexnco-l
also known as DIRECTV KU—79W, which is expected to be launched on May 27, 2015." The LEOP
period is expected to last approximately 10 days."

The proposed operations will be performed using the following frequencies: 14001,.0 MHz and 144965
MHz in the uplink (LHCP), and 11700.75 MHz and 11702.25 MHz in the downlink (RHCP), The
proposed operatxons will be coordmated with all operators of satellites that use the same frequency
bands and are in the LEOP path.* All operators of potentxally affected satellites will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

days,   commencing May 27,   2015,   to use its Castle Rock,   Colorado Ku—band earth station,   call sign
KL92,   to provide launch and early orbit phase services for the SkyMexico—1 satellite,          also known
as DIRECTV KU—79W.    The satellite is expected to be launched on May 27,       2015.
