Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an expedited grant of Special Temporary Authority
("STA")‘ for 30 days, commencing May 27, 2015, to use its Castle Rock, Colorado Ku—band earth
station—call sign KL92—to provide launch and early orbit phase ("LEOP") services for SkyMexico—1,
also known as DIRECTV KU—79W, which is expected to be launched on May 27, 2015." The LEOP
period is expected to last approximately 10 days."

The proposed operations will be performed using the following frequencies: 14001.0 MHz and 14496.5
MHz in the uplink (LHCP), and 11700.75 MHz and 11702.25 MHz in the downlink (RHCP). The
proposed operations will be coordinated with all operators of satellites that use the same frequency
bands and are in the LEOP path.* All operators of potentially affected satellites will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

electronically via the International Bureau‘s Filing System ("IBFS®).
* The in—orbit testing location for SkyMexico—1 will be 77.5° W.L.; the permanent orbital location will be 78.8°
W.L. SkyMexico—1 has been licensed by the United States. See Policy Branch Information; Actions Taken,
Report No. SAT—00882, File No. SAT—LOA—20120316—00051, (Jul. 13, 2012 (Public Notice), as modified, Report
No. SAT—01054, File No. SAT—MOD—20140902—00098 (Nov. 21, 2014) (Public Notice).
* Intelsat is seeking authority for 30 days to accommodate a possible launch delay.
* Orbital ATK, the manager of the SkyMexico—1 LEOP mission, will handle the coordination.

Grant of this STA request will allow Intelsat to help launch the SkyMexico—1 satellite. This, in turn, will
provide high quality direct—to—home satellite service, including high—definition video, at the 78.8° E.L.
orbital location and thereby promotes the public interest.
