                  Hagerstown, Maryland Earth Station KA258

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”) 1 for
30 days, commencing May 20, 2015, to use its Hagerstown, Maryland Ku-band earth station—call sign
KA258—to provide launch and early orbit phase (“LEOP”) services for SkyMexico-1, also known as
DIRECTV KU-79W, which is expected to be launched on May 20, 2015.2 The LEOP period is
expected to last approximately 10 days. 3

The proposed operations will be performed using the following frequencies: 14001.0 MHz and 14496.5
MHz in the uplink (LHCP), and 11700.75 MHz and 11702.25 MHz in the downlink (RHCP). The
proposed operations will be coordinated with all operators of satellites that use the same frequency
bands and are in the LEOP path.4 All operators of potentially affected satellites will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

Grant of this STA request will allow Intelsat to help launch the SkyMexico—1 satellite. This, in turn, will
provide high quality direct—to—home satellite service, including high—definition video at the 78.8° E.L.
orbital location and thereby promotes the public interest.
