DIRECTV Enterprises, LLC is granted a STA, beginning May 27, 2015, for 30 days, operate
its fixed earth station in Tucson, AZ, to provide Telemetry, Tracking and Control (TT&C) for
the DIRECTV KU—79W satellite, Call Sign $2861, while at the 77.5° W.L. orbital location on
the center frequencies :14001 and 14496.5MHz (Earth —to—space) 11700.75 and 11702.25 MHz
and to conduct in—orbit testing (IOT) in the 14000— 14500 and 24750— 25250 MHz (Earth —to—
space) and 11700— 12200 and 17300— 17800 MHz (space—to—Earth) frequency bands under the
following conditions.

    1.   Operations under this authorization must comport with $2861 technical operating
         parameters and the Federal Communication Commission‘s rules.

         All operations under this grant of special temporary authority must be on an
         unprotected and non—harmful interference basis, i.e., DIRECTV must not cause harmful
         interference to, and shall not claim protection from interference caused to it by, any
         other lawfully operating station.

         In the event of any harmful interference under this grant of special temporary authority,
         DIRECTV must cease operations immediately upon notification of such interference,
         and must inform the Commission, in writing, immediately of such an event.

         DIRECTV must coordinate its TT&C operations with all other potentially affected
         operators and ensure that no harmful interference results.

         Any action taken or expense incurred as a result of operations pursuant to this special
         temporary authority is solely at DIRECTV‘s own risk.

This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R, § 0.261, and is effective immediately.

                        REQUEST FOR SPECIAL TEMPORARY AUTHORITY

           DIRECTV Enterprises, LLC (CDIRECTV") hereby requests Special Temporary
    Authority ("STA") for up to 30 days to conduct in—orbit testing (IOT) and conduct
    Telemetry, Tracking and Command (TTAC) for the DIRECTV KU—79W satellite while
    at the 77.5° W.L. orbital location, from its Tucson, Arizona earth station (call sign
    E140115). This earth station is licensed to operate with all Ku—band satellites on the
    Commission‘s Permitted List, but that does not include temporary operations at 77.5°
    W.L.. In this application, DIRECTV requests that the earth station be granted an STA to
communicate with DIRECTV KU—79W at 77.5° W.L. for the duration of IOT, and
thereafter to continue to provide TTAC during migration to it authorized orbital location.
DIRECTV further requests that the STA be structured to begin upon arrival of the
satellite at 77.5° W.L.

        The DIRECTV KU—79W satellite is currently at the launch site and is scheduled
for launch on May 20, 2015. DIRECTV has requested temporary authority to conduct
IOT of the satellite at 77.5° W.L. before moving the satellite to its licensed orbital
location.‘ The STA requested herein will support the IOT phase of the DIRECTV KU—
79W mission. DIRECTV will coordinate with potentially affected satellite operators in
accordance with industry practice, and will operate on a non—interference basis during
this IOT.

        The requested STA will serve the public interest by ensuring that the DIRECTV
KU—79W satellite is properly tested to assure that it will operate safely and is in good
working order so that it can make productive use of valuable spectrum/orbital resources
as soon as possible. Accordingly, DIRECTV respectfully requests that the Commission
grant this STA request as expeditiously as possible.
