Conditions: Applicant: Emerging Markets Communications LLC File Number: SES—STA—20150304—00115 Call Sign: None Emerging Markets Communications LLC is granted special temporary authority from March 16, 2015 to March 29, 2015 to operate temporary fixed earth station in Houston, TX, to field test equipment for new remote uses, primarily for energy extraction purposes. The temporary fixed earth station will use a Prodelin, model 1244, 2.4 m antenna on the following conditions: 1. . Operations are limited to a maximum EIRP density of 31.36 dBW/4kHz with the Intelsat 805 satellite operating at the 55.5 degrees W.L. orbital location, in the 6068.5 to 6070.0 MHz frequency band 2 Operations under this authority are on a non—interference basis only. 3. Emerging Markets Communications LLC and its satellite provider(s) must coordinate this authorized network with adjacent satellite operators, both domestic and international, to eliminate the possibility of adjacent satellite radio interference. 4. In the event that there is a report of interference, Emerging Markets Communications LLC must immediately terminate transmissions and notify the FCC in writing. 5. The licensee shall take extraordinary measures to ensure that the antenna does not create the potential for radiation exposure to persons who may be within the immediate vicinity. Radiofrequency radiation may not exceed the FCC safety guideline of 1 mW/cm*. Warning signs, such as those discussed in the FCC‘s OET Bulletin 65, shall be posted informing members of the public to keep outside the exposure area that exceeds limit. 6. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at Emerging Markets Communications LLC‘s risk. 7. This is granted without prejudice to any future FCC enforcement action in connection with any unauthorized operation of radio facilities. 8.
