Dear Ms. Dortch:

        This letter is submitted to update the record concerning the above-referenced application
for special temporary authority (“STA”) filed by Lockheed Martin Corporation (“Lockheed
Martin”). In its application, Lockheed Martin requested that the FCC grant it authority to use its
Carpentersville, New Jersey earth station for a period of 180-days, commencing on March 7,
2015, to provide support for the launch and early orbit phase operations (“LEOP”) of the ABS-
3A satellite. Lockheed Martin acknowledged, however, that this date was earlier than could be
granted under the Communications Act and the FCC's rules that govern temporary authority of
this duration. See 47 U.S.C. §309(c)(2)(G) and 47 C.F.R. § 25.120(b)(2). For this reason, it filed
contemporaneously an interim 30-day STA request. See FCC File No. SES-STA-20150304-
00110. This shorter term STA could be granted quickly in order to meet the near-term
requirements for the ABS-3 LEOP operations.

        The 30-day STA was granted effective March 7, 2015 for a term ending April 6, 2015.
The pending 180-day application was also quickly placed on FCC Public Notice on March 11,
2015. See FCC Public Notice, Report No. SES-01730, at 3 (released 3/11/2015). The result of
this timing is that the earliest possible grant date for the long-term STA, 30-days after Public
Notice, would be next Monday, April 13, 2015, one week after expiration of the initial STA
term. Accordingly, on March 26, 2015, Lockheed Martin filed a request for an additional 30-day
STA (see FCC File No. SES-STA-20150326-00183), which was promptly granted on April 2,
2015 for a term beginning April 7, 2015 and ending May 6, 2015.

        Inasmuch as Lockheed Martin has now been granted an STA to provide support for the
ABS-3A LEOP mission through May 6, 2015, it wishes to update the requested date of
commencement of the STA sought in this proceeding to coincide with the expiration of the
current 30-day STA. Therefore, Lockheed Martin respectfully requests that the STA originally
requested to commence on March 7, 2015 instead be made effective as of May 7, 2015 for a
period ending on November 4, 2015. Grant of this request will serve the public interest by
minimizing the number of STA grants required in order to complete the ABS-3A LEOP mission,
thereby promoting private sector efficiency and conserving the resources if the FCC’s Satellite
Division processing staff, which receives many STA requests. Because it is currently anticipated
that the ABS-3A LEOP operations will be completed by November 4, 2015, granting an STA
with that termination date would likely minimize the need for submission of additional STA
requests.
