Attachment A DG Consents Sub, Inc. Application for STA February 2015 Page 1 of 1 Request for Special Temporary Authority DG Consents Sub, Inc. ("DG Consents") requests special temporary authority ("STA") for 60 days, beginning immediately, to permit its earth station located in Rock Springs, Wyoming (Call Sign E120040) to receive Earth imaging data using the uppermost 25 MHz of the 8025—8400 MHz band (the "X—band").‘ The instant request is being filed in advance of Commission action on DG Consents‘ pending request to modify its earth station license (the "Modification Application"). See File No. SES—MOD—20140717—00604, as amended by SES— AMD—20140725—00620. The Modification Application seeks use of the full 8025—8400 MHz band. The Wyoming earth station is currently authorized to receive Earth imaging data in the 8025—8375 MHz band. The entity that initially acquired the earth station authorization in 2012, Universal Space Network, Inc. ("USN"), indicated its intention to seek approval for use of the full X—band, including the uppermost 25 MHz segment, in the application narrative. See File No. SES—LIC—20120227—00218, Attachment to Application (explaining that "[t}he station will receive signals in the 8025—8400 MHz band ("X—band")"). However, for reasons unclear to DG Consents, USN only specified the 8025—8375 MHz band for Earth imaging data reception on the application‘s FCC Form 312, which is the frequency range reflected in the earth station‘s authorization. DG Consents acquired the Wyoming earth station authorization from USN in 2014. See File No. SES—ASG—20140109—00013. At that time, DG Consents believed that the license authorized use of the 8025—8400 MHz band in its entirety, and it has since operated the Wyoming earth station using the full band. The more limited authority came to the attention of DG Consents earlier this month when preparing a supplemental filing to the FCC in connection with the Modification Application. STA is therefore necessary to properly align DG Consents‘ authorization with its earth station operations until the Modification Application can be acted upon by the Commission. Grant of this STA request will serve the public interest by permitting DigitalGlobe to continue to provide to the public without interruption its high—resolution imagery services using the Wyoming earth station. In summary, DG Consents requests that the Commission grant its application for special temporary authority for a period of 60 days, beginning immediately. ‘ DG Consents is a wholly owned subsidiary of DigitalGlobe, Inc.
