DG Consents Sub, Inc. is granted special temporary authority, with conditions, to operate its Rock
Springs, WY, fixed earth station (call sign E120040) with the GeoEye—1 (82348) NGSO satellite
from January 31, 2015 to April 1, 2015. The conditions of the grant are:

1. DG Consents Sub, Inc. shall limit non—modulated emissions (NON) to 61 dBW/carrier/4kHz and
modulated emissions to 1 M32GID, 49.0 dBW/carrier/4kHz on the center frequency 2092.6000 MHz

2. DG Consents Sub, Inc. must monitor the International Space Station (ISS) ground track via http:
!/spaceflight.nasa.gov/realdata/tracking/ and may not operate the uplink when the Rock Springs site
is within the ISS visibility footprint (i.e. the red circle). Specific times/dates are available at http:
//spotthestation.nasa.gov/sightings/index.cfm by selecting Rock Springs, WY, USA as the location.

3. DG Consents Sub, Inc. must provide a stop buzzer POC for the Rock Springs site to NASA at
steven.f.schindler@nasa.gov.

4. All operations shall be on an unprotected, non—interference basis to government operations. In the
event of any harmful interference, cease operations immediately and inform the Commission, in
writing, immediately.

5. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding any DG Consents Sub, Inc. applications.

6. Any action taken or expense incurred as a result of operations pursuant to this special temporary
authority is solely at DG Consents Sub, Inc.‘s risk.

7. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. §0.261, and is effective immediately.

               Description of Request for Special Temporary Authority


      DG Consents Sub, Inc. ("DG Consents") has filed an application for authority to
modify its earth station authorization located in Rock Springs, Wyoming (Call Sign
E120040) to, among other things, add GeoEye—1 as a new Point of Communication (the
"Modification Application”).l See FCC File No. SES—MOD—20140717—00604, as
amended by FCC File No. SES—AMD—20140725—00620. The Modification Application
was accepted for filing on August 6, 2014, and remains pending before the Commission.
See Public Notice, Report No. SES—01670 (rel. Aug. 6, 2014)

       DigitalGlobe has an imminent need to communicate with GeoEye—1 from the
Wyoming earth station beginning on January 31, 2015 using the following subset of
frequencies requested in the Modification Application:

The operations to be conducted using these frequencies will permit DigitalGlobe to
perform essential testing and integration of services associated with its Direct Access

‘_ DG Consents is a wholly owned subsidiary of DigitalGlobe, Inc. ("DigitalGlobe").
GeoEye—1 is one of the satellites comprising DigitalGlobe‘s fleet of Earth Exploration
Satellite Service ("EESS") space stations. The Wyoming earth station modification
application also requests authority to add DigitalGlobe‘s Quickbird—1, GeoEye—2,
IKONOS and WorldView—3 space stations as new Points of Communication, and to
change the earth station‘s remote control location from its current site in Pennsylvania to
a new site in Longmont, Colorado.

> DigitalGlobe is currently operating the Wyoming earth station under special temporary
authority to permit limited communications with WorldView—3. See FCC File No. SES—

Program, which provides priority access to DigitalGlobe‘s EESS fleet to select defense,
intelligence and commercial customers. Such operations must be conducted during the
first quarter of this year to meet specific customer requirements. In addition, because the
infrastructure that supports the Direct Access Program is specialized, only the Wyoming
earth station is available to DigitalGlobe to conduct the necessary testing and integration.

       DigitalGlobe has been advised by International Bureau staff that the Modification
Application requesting authority to add GeoEye—1 as a Point of Communication is not
expected to be acted upon by the Commission prior to the January 31 start date for the
Direct Access Program tests. Accordingly, DG Consents requests special temporary
authority ("STA") to allow its Wyoming earth station to communicate with GeoEye—1 for
60 days, beginning January 31, 2015 using the frequencies listed above.

        The instant STA request is strictly limited to communications between the
Wyoming earth station and GeoEye—1 using the above—listed frequencies, and does not
involve any other aspect of DG Consents‘ Modification Application. In addition, the
STA request involves: (i) no change to the emissions that are currently authorized under
the Wyoming earth station‘s existing license, and (ii) frequencies that have already been
subject to and cleared through the frequency coordination process required as part of the
Modification Application. See FCC File No. SES—MOD—20140717—00604, Attachment
C, Frequency Coordination and Interference Analysis Report, dated July 15, 2014. In the
unlikely event of harmful interference resulting from STA operations, DigitalGlobe will
cease any communications between the Wyoming earth station and GeoEye—1 that are the
cause of such interference.

        Grant of this STA request will serve the public interest by allowing DigitalGlobe
to begin immediate testing and integration of its Direct Access Program using the only
earth station available for such operations. In summary, and on the basis of the
information provided herein and in FCC File Nos. SES—MOD—20140717—00604 and SES—
AMD—20140725—00620, DG Consents requests special temporary authority to
communicate between its Wyoming earth station and GeoEye—1 for a period of 60 days
commencing on January 31, 2015.
