Special Temporary Authority (STA)

SES Government Solutions, Inc. ("SES—GS") is granted STA for30 days, begmnmg
                                                                           onDecember 1, 2014
to operate a fixed earth station with two 1.8 meter GD/Prodelin model GDST—1.8M antennas located at
Bristow, VA (38°47‘ 0.25" N.L./077°34‘ 24.5" W.L.) to communicate with O3b‘s in—orbit NGSO FSS
satellite system, licensed by the United Kingdom, in the 19.055—19.271 GHz (space—to—Earth) and the
28.855—29.071 GHz (Earth—to—space) Beam 5 frequencies under the following conditions:

1.      SES Government Solutions shall not cause harmful interference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station and it shall cease
transmission(s) immediately upon notice of such interference.

2.      In the event that there is a report of interference, SES Government Solutions must immediately
terminate transmissions and notify the FCC in writing.

3.      Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the
FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between
the antenna feed and the reflector. Appropriate measures must also be taken to restrict access to other
regions in which the antennas‘ power flux—density levels exceed the specified guidelines.

4.      Grant of this authorization is without prejudice to any determination that the Commission may
make regarding any other pendmg or future application seeking to communicate with the 03b satellite
systems.

5.      This authorization does not constitute grant of Market Access for O3B‘s NGSO FSS system.

6.      Operations under this authority are on a non—interference basis only.

7.      Operations under this authority are on a non—protected basis only.

8.      The total power at the antenna flange for all carriers must not exceed 40 Watts.

9.      The power flux—density at the Earth‘s surface produced by emissions from O3b‘s NGSO FSS
system for all methods of modulation shall not exceed the levels established in 47 C.F.R. § 25.208 (e)
and Article 21 of the ITU Radio Regulations.

10.     The operations of the O3b NGSO FSS satellite system must not exceed the EPFD limits in Nos.
22.5C, 22.5D, and 22.5F of the ITU Radio Regulations.

11.    O3b satellite transmissions must be conducted in accordance with the coordination agreement
between 03b and U.S. government systems signed on January 17, 2013 with the Department of
Defense.


12.     Transmissions authorized herein must comply with coordination agreements reached between
the United Kingdom and other Administrations, including all coordination agreements reached between
the United Kingdom and the United States.

13.      This STA is limited to operations associated with testing, satellite monitoring, and customer
demonstrations purpose. SES Government Solutions may not provide any commercial service under
this STA.

14.    In the event that there is a report of interference, SES Government Solutions must immediately
terminate transmissions and notify the FCC in writing.

15.    Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at SES Government Solutions‘ own risk.

16.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authorlty,
47 C.F.R. § 0.261, and is effective immediately.

12. Description

SES Government Solutions         (SES—GS)   seeks special temporary authority for 30 days beginning on
December 1,       2014,   to use an additional frequency segment for operations of its earth station in   _
Bristow, VA, with the 03b U.K.—licensed non—geostationary Ka—band satellite system.            The proposed
operations are for testing and demonstration purposes only and will conform to the terms of the
previously granted STA for these frequencies at this location, File No. SES—STA—20140903—00694.

                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY

              SES Government Solutions, Inc. ("SES—GS") respectfully requests special
témporary authority ("STA") for a period of 30 days beginning on December 1, 2014, to
use an additional frequency segment, 28.855—29.071 GHz uplink and 19.055—
19.271 GHz downlink ("the Beam 5 Frequencies"), for communications between its
earth station in Bristow, VA and the O3b Ka—band non—geostationary orbit fixed—satellite
service ("NGSO FSS") satellite fleet. SES—GS currently holds authority to communicate
with O3b from the Bristow earth station site using the frequencies in O3b‘s beam 3.‘ in
addition, SES—GS was issued a 30—day STA in September for the Beam 5 Frequencies
at this location." As with the prior STA grants, SES—GS seeks authority to communicate
with O3b‘s constellation for demonstration purposes only and does not seek to provide
commercial services to end users. Grant of the requested authority is in the public
interest as it will allow SES—GS to conduct demonstrations of the O3b system‘s
capabilities to potential government customers.
              Complete technical information regarding the Bristow earth station was
submitted to the Commission in support of the earlier SES—GS STA request for Bristow,
File No. SES—STA—20131022—00887, and is incorporated by reference herein. In
particular, that application included a Schedule B describing the applicable technical
parameters, a complete set 6f antenna patterns, link budgets, and a radiation hazard
analysis. Apart from adding the Beam 5 Frequencies, no changes from the
specifications set forth in those materials are proposed here. SES—GS also incorporates
by reference the market access showing and waiver requests SES—GS submitted in File
No. SES—STA—20131022—00887 and the technical information relating to the O3b
cbnstellation that is on file with the FCC.*

               Adding the Beam 5 Frequencies is consistent with Commission precedent
and will serve the public interest. As discussed above, the Commission has already
reviewed the technical parameters of the SES—GS Bristow earth station in granting prior
STAs for this location. Furthermore, the SES—GS Bristow earth station is located in
close proximity to antennas operated by O3b that have been authorized to use all the
O3b frequency segments, including the Beam 5 Frequencies.* Because NGSO FSS
has a primary allocation in the beam 5 spectrum, the proposed operations conform to
the Table of Allocations. The requested STA will allow SES—GS to evaluate and
demonstrate the 03b network‘s operational capabilities and will not result in harmful
interference to other authorized spectrum users. Thus, grant of the STA will serve the
public interest.




* O3b has submitted a request for a permanent license at this site, File No. SES—LIC—
20130618—00516. Pending action on this application, the Commission has granted O3b
temporary authority for operations at the Bristow location. See File Nos. SES—STA—
