Applicant: Multi—Link Holland Call Sign: None File No: SES—STA—20141022—00815 Multi—Link Holland is granted Special Temporary Authority to operate a Temporary—Fixed earth station at the Circuit of the Americas in Del Valle, Texas , from October 29 — November 02, 2014, to communicate with SES—6 at the 40.5° W. L. orbital location on the 6311 MHz (Earth—to— space) frequency under the following conditions: 1. Multi—Link Holland shall operate its 3.7 meter FA 370 antennas (3) earth station located at 30° 08‘ 06" N.L., 97° 38 25" W.L. with Input Power Density not to exceed —11 dBW/4 kHz. Multi—Link Holland shall limit communications to digital emission 18MOD7W. This STA is granted with the condition that the licensee shall comply with Section 25.277(c) of the Commission‘s rules, 47 C.F.R. §25.277(c), regarding submission of Frequency Coordination Reports prior to commencing operations at any location. This is also granted subject to Section 25.277(d) and (e) of the Commission‘s rules, 47 C.F.R. §25.277(d) and (e). Failure to perform successful prior frequency coordination will result in the cancellation of your station license herein. Copies of all coordination notices shall be forwarded to the FCC Operations Center Office in Columbia, Maryland. Antenna elevation for all operations must be at least 5 degrees above the geographic horizon per 47 C.F.R. § 25.277(f). The licensee shall take all necessary measures to ensure that the antenna does not create potential exposure of humans to radiofrequency radiation in excess of the FCC exposure limits defined in 47 CFR 1.1307(b) and 1.1310 wherever such exposures might occur. Measures must be taken to ensure compliance with limits for both occupational/controlled exposure and for general population/uncontrolled exposure, as defined in these rule sections. Compliance can be accomplished in most cases by appropriate restrictions such as fencing. Requirements for restrictions can be determined by predictions based on calculations, modeling or by field measurements. The FCC‘s OET Bulletin 65 (available on—line at www.fcee.gov/oet/rfsafety) provides information on predicting exposure levels and on methods for ensuring compliance, including the use of warning and alerting signs and protective equipment for workers. Multi—Link Holland, shall not cause harmful interference to, and shall not claim protection from, interference caused to it by any other lawfully operating station and it shall cease transmission(s) immediately upon notice of such interference. In the event that there is a report of interference, Multi—Link Holland must immediately terminate transmissions and notify the FCC in writing.

8. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at Multi—Link Holland.
