(Inmarsat) is granted, under the following conditions, STA for 60 days beginning December 10, 2014, to operate its earth station in Haleiwa, Hawaii, Call Sign KA25, with the Inmarsat 4F3 satellite located at 98.0° W.L., Call Sign $2932, using the C—band and L—band frequencies previously authorized on the earth station for communication with the Inmarsat 4F3 satellite at 97.65° W.L. 1. All operations shall be on an unprotected and non—harmful interference basis. Inmarsat shall not cause harmful interference to, and shall not claim protection from interference caused to it by, any other lawfully operating station and it shall cease transmission(s) immediately upon notice of such interference. 2. In the event that there is a report of interference, Inmarsat must immediately terminate transmissions and notify the FCC in writing. 3. Grant of this authorization is without prejudice to any determination that the Commission may make regarding pending or future Inmarsat applications. 4: Grant of this authorization is with prejudice to any future enforcement actions. 5. Grant of this authorization is subject to compliance with the provisions of the Agreement between Inmarsat on the one hand and the U.S. Department of Justice and the Department of Homeland Security on the other, dated September 23, 2008. Description of Request for Special Temporary Authority Inmarsat Hawaii, Inc. ("Inmarsat") requests authority special temporary authority ("STA") to operate its gateway earth stations in Paumalu Hawaii (call signs KA25 and EO80059) using the Inmarsat—4 F3 satellite ("I4F3") located at 98.0° W.L. as a point of communication in the C band and the L band. 14F3 currently is specified as a point of communication at the nominal 98° W.L. location, with an offset to 97.65° W.L. to avoid overlapping the station— keeping volume of the Inmarsat—2 F2 spacecraft that was previously located at 98.0° W.L. but ~ that has since been moved to a different orbital location.‘ Inmarsat recently eliminated the 0.35 degree offset from 98.0° W.L. and is now operating 14F3 at 98.0° W.L. with no offset" in order to implement the terms of its coordination agreement with an adjacent satellite operator. The drift of 4F3 from 97.65° W.L. to 98.0° W.L. occurred between August 27, 2014 and September 26, 2014. Inmarsat is filing a modification application for permanent authority simultaneously with this STA request and thus, seeks STA for a 60—day period. Inmarsat respectfully requests that the ISAT List maintained by the Commission with respect to Inmarsat‘s L band satellite operations (1525—1559 MHz, 1626.5—1660.5 MHz) be updated upon the grant of this application. Grant of the requested STA would serve the public interest by authorizing Inmarsat to operate in a manner consistent with its coordination agreement and maximizing compatibility at C band by centering I4F3 between 97° W.L. and 99° W.L. Moreover, there are no spacecraft with which the station—keeping volume of I4F3 would overlap, and there is no impact on other L— band satellite operators.
