Re:     Request for Further Extension of Special Temporary Authority
        Plano, Texas Ku-band Earth Station Testing

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 30 days—from September 17, 2014
through October 16, 2014—of the Special Temporary Authority (“STA”)1 previously granted Intelsat to
test a 1.8 meter Ku-band antenna located at an Ericsson plant in Plano, Texas.2 Specifically, Intelsat
intends to continue communicating with its Galaxy 25 satellite at 93.0° W.L. in the following
frequencies: 14063-14117 MHz (uplink) and 11763-11817 MHz (downlink).

Intelsat seeks this STA further extension in order to continue testing the feasibility of the antenna for
two new cellular backhaul services for the customer. Because further testing will continue to assist
Intelsat in meeting customer demand for service, grant of this STA further extension request is in the
public interest.

In support of this further extension request, Intelsat incorporates by reference the Exhibits A and B
submitted with its original STA request, which contain information showing that the operation of the
earth station will be compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating facility. Specifically, Exhibit A provides the characteristics of
the proposed transmissions. The maximum input power spectral density of -15.8 dBW/4 kHz will be less
than the value of -14 dBW/4kHz at which the antenna complies with Section 25.212 of the FCC's rules.
The radiation levels generated by the antenna will be within safety limits, as evidenced by the radiation
hazard report attached as Exhibit B. In the extremely unlikely event that harmful interference should
occur, Intelsat will take all reasonable steps to eliminate the interference.
