SES Americom, Inc. ("SES") is granted special temporary authority (STA), for 30 days, to
commence no later than October 7, 2014, to use the following earth stations to perform Tracking,
Telemetry and Command ("TT&C") to retire the NSS—703 satellite currently at 47.05° W.L.




   1) Operations under this STA shall not cause harmful interference to, and shall not claim
      protection from, interference caused to it by any other lawfully operating station and it
      shall cease transmission(s) immediately upon notice of such interference.

   2) Any action taken or expense incurred as a result of operations pursuant to this STA is
      solely at SES Americom‘s risk.

   3) This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
      authority, 47 C.F.R. §0.261, and is effective immediately.

                   APPLICATIONS FOR SPECIAL TEMPORARY AUTHORITY
                            (Call Signs E070181, WB81 and KB27)

SES Americom, Inc. ("SES") respectfully requests Special Temporary Authority ("STA") —to commence
no later than October 7, 2014 — to use the following earth stations to perform Tracking, Telemetry and
Command ("TT&C") to retire the NSS—703 satellite currently at 47.05° W.L.:

During the maneuvers to retire NSS—703, these earth stations will communicate with the satellite on the
following TT&C frequencies:

                           Command 1      6173.7 MHz
                           Command 2      6176.3 MHz
                           Telemetry 1    3947.5 or 3948 MHz
                           Telemetry 2    3952.5 or 3952 MHz

The earth stations will be operated in accordance with their licensed and coordinated technical
parameters, with the following exception. Specifically, the Woodbine C8 antenna (Call Sign E0O70181),
may need to be operated at up to 50 dBW/4 kHz EIRP density in order to command the satellite in an
emergency situation during the initial portion of the de—orbit drift from 47.05° W.L. toapproximately
65.5° W.L. Specifically, such higher power would be needed only if the Vernon TC1 antenna (Call Sign
WB81 Ant#2) were not available due to some unforeseen outage. SES respectfully requests an STA to
operate the Woodbine C8 antenna (Call Sign EO70181) in excess of its licensed and coordinated power
limits on a non—harmful interference basis in the event of such an emergency.

In any event, all earth station operations during the retirement of NSS—703 will be performed on a non—
harmful interference, non—protected basis. In addition, SES will coordinate the de—orbit drift with all
potentially affected satellite operators in accordance with industry practice. SES will cease operations
upon receipt of notification of harmful interference. The SES point of contact for interference matters
during the NSS—703 retirement maneuvers is the SES Satellite Control Center, +352 710 725 212,
soc@ses.com (attention: Duty Satellite Controller).

Grant of the requested STAs will serve the public interest, as it will enable the NSS—703 satellite to be
deorbited in accordance with the satellite‘s authorized post—mission disposal plan. See SES Sate/l/ites
(Gibraltar) Limited, Stamp Grant, File Nos. SAT—PPL—20101103—00230, 20110120—00015, Call Sign
$2818 (granted Oct. 13, 2011).


SES respectfully requests STAs for an initial period of 30 days to begin on October 7, 2014. However,
the retirement of the satellite may take longer than 30 days to ensure full venting of the fuel and oxidizer
on the spacecraft. Accordingly, SES will be requesting an extension of these STAs for another 30 days.‘




         ‘ SES will separately file an application for Special Temporary Authority to use its Sunset Beach C2
antenna (call sign E0O90060) to support the de—orbiting of NSS—703 once the terrestrial frequency coordination
process for that antenna has been updated.
