Attachment 1 FCC Form 312 Request for Special Temporary Authority Special Temporary Authority is hereby requested to permit the consummation of the assignment of license of E960045 as part of a larger transaction involving Media Bureau licenses that has been approved by the Media Bureau and is ripe for consummation. An application for the assignment of license of the instant earth station has been filed and is pending. Grant of the instant STA will avoid any disruption in use of the instant earth station in connection with the newsgathering operations of the associated television station between the closing on the purchase of the television station and final processing of the separate Form 312 application. The proposed assignee has been formed to hold the licenses and assets of the television station as an Exchange Accommodation Titleholder (“EAT”) in connection with a proposed reverse like-kind exchange pursuant to Section 1031 of the Internal Revenue Code of 1986 and Revenue Procedure 2000-37, 2002-2 C.B. 308. The proposed assignee has two members: Media General Operations, Inc. and REVAC, Inc. The attributable owner of Media General Operations, Inc., through intervening subsidiaries, is Soohyung Kim. REVAC is 100% owned by TVPX 1031 Exchange Co., which in turn is owned by Tobias Kleitman, Robert Valleau, and Mark McCarthy. These three individuals, along with Chris Daly and Jeffery Towers, are the officers and/or directors of TVPX 1031.
