Special Temporary Authority

O3b Limited (O3b) is granted Special Temporary Authority (STA) for 180 days, to
operate up to three 2.2 meter antennas, located at a facility in Melbourne, Florida, to
communicate with O3b‘s in—orbit non—geostationary orbit (NGSO) fixed—satellite service
(FSS) space station system using the 18.8—19.3 GHz (space—to—Earth) and 28.6—29.1 GHz
(Earth—to—space) frequency bands: This grant of STA is subject to the following
conditions:

   1)   The antennas will operate from a fixed pedestal located at latitude 28° 5‘ 24"N,
        longitude 80° 38‘ 20.4"W.

   2)   Operations under this STA shall not cause harmful interference to, and shall not
        claim protection from, interference caused to it by any other lawfully operating
        station and it shall cease transmission(s) immediately upon notice of such
        interference.

   3)   Grant of this STA is without prejudice to any determination that the Commission
        may make regarding other pending applications, e.g., IBFS File No. SES—LIC—
        20130618—00516.

   4)   Transmitter(s) must be turned off during antenna maintenance to ensure
        compliance with the FCC—specified safety guidelines for human exposure to
        radiofrequency radiation in the region between the antenna feed and the reflector.
        Appropriate measures must also be taken to restrict access to other regions in
        which the antennas‘ power flux—density levels exceed the specified guidelines.

   5)   Transmissions authorized herein must comply with coordination agreements
        reached between the United Kingdom and other Administrations, including all
        coordination agreements reached between the United Kingdom and the United
        States.



   6)   The earth station EIRP density in the 28.6—29.1 GHz frequency band shall not
        exceed 36.46 dBW/40 kHz for emission designator 5M12G7D and 27.2 dBW/40
        kHz for emission designator 216MG7D.



   7)   The power flux—density at the Earth‘s surface produced by emissions from O3b‘s
        NGSO FSS system transmitting to the 2.2 meter antennas operating pursuant to
        this STA for all conditions and for all methods of modulation shall not exceed the
        following values under 47 C.F.R. § 25.208(e) and Article 21 of the ITU Radio
        Regulations.


             —115 dB(W/m"+MHz)                   for 0° < 8 < 5°
             —115 +(0.5)(5—5)                    for 5° < 8 <25°
             dB(W/m*—MHz)
             —105 dB(W/m*+—MHz)                  for 25° < 8 <90°

                   8: is the angle of arrival above the horizontal plane

8) O3b may not receive transmission from O3b‘s NGSO FSS system in the 18.8—
   19.3 GHz frequency band (space—to—Earth) until O3b has completed coordination
   of its NGSO FSS system with all Federal FSS systems in the 18.8—19.3 frequency
   band under 47 C.F.R. § 2.106, Footnote US334.

9) O3b satellite transmissions must be conducted in accordance with the
   coordination agreement between O3b and U.S government systems signed on
   January 17, 2013 with DOD.

10) This STA is limited to testing operations only. O3b may not provide any
   commercial service under this STA.

11) Any action taken or expense incurred as a result of operations pursuant to this
    STA is solely at O3b‘s risk.

12) This action is issued pursuant to Section 0.261 of the Commission‘s rules on
    delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

    Applicant herein seeks extension of its Special Temporary Authority to continue conducting
     tests at a facility in Melbourne,                    Florida,      using up to three 2.2m earth stations antennas
     that operate in the 18 .8—19.3 GHz and 28.6—29.1 GHz bands,                                   for a 180—day period,            beginning
     May 10, 2014.

                  Request for Extension of Special Temporary Authority

        The International Bureau previously granted an STA (the "Prior STA") for 03b
Limited ("O3b") to conduct earth station antenna tests (the "Prior STA Tests") at a
facility in Melbourne, Florida.! O3b is conducting the Prior STA Tests using up to three
2.2m earth stations antennas that operate in the 18.8—19.3 GHz and 28.6—29.1 GHz bands.

      Pursuant to Section 25.120 of the Commission‘s rules," O3b hereby requests an
STA extension enabling it to continue the Prior STA Tests during the 180—day period
between May 10, 2014, and November 6, 2014.>

       O3b‘s extension request is supported by good cause. An extension will enable
03b to continue its testing so that it may establish performance standards and
operational requirements for its earth stations. By granting O3b‘s Prior STA request, the
Bureau already has found that facilitating these activities is in the public interest.

      Accordingly, and for good cause shown, O3b respectfully requests that its STA
extension request be granted.
