Special Temporary Authority (STA)




Intelsat License LLC ("Intelsat") is granted STA, under the following conditions, for an extension of 30
days, to use its Hagerstown, Maryland Ku—band earth station, Call Sign KA258, to provide launch and
early orbit phase (LEOP) services to the Netherland licensed SES—8 satellite. The permanent orbital
location will be 95.0° E.L. The in—orbit testing location will be at 81.5° E.L.

1. The LEOP operations for SES—8 will be on uplink frequency 13996.0 MHz (CP), and on downlink
frequencies 12248.5 MHz and 11198.5 MHz (CP) within coordinated emission and power limits.

2. The maximum power limits to operate during LEOP mission will not exceed 25.5 dBW.

3. The LEOP operations must be coordinated with all operators of satellites that use the same frequency
bands and are in the LEOP path. All operators of satellites in that path will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference occurs.
Currently the 24x7 contact information for the Intelsat 22 LEOP mission is as follows: Ph.: (202) 944—

4. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License LLC,
KA258, shall not cause harmful interference to, and shall not claim protection from, interference caused
to it by any other lawfully operating station and it shall cease transmission(s) immediately upon notice of
such interference.

5. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective immediately.

     Intelsat License LLC herein requests an additional 30 days,                                   from November 25,           2013 through
    December 24,        2013,    of the Special Temporary Authority previously granted Intelsat to use
     its Hagerstown,         Maryland Ku—band earth station,                   call sign KA258,           to provide launch and
    early orbit phase services for the SES—8 satellite.

                               Dear Ms. Dortch:

                               Intelsat License LLC ("Intelsat") herein requests an additional 30
                               days—from November 25, 2013 throu%h December 24, 2013— of the
                               Special Temporary Authority ("STA")‘ previously granted Intelsat to
                               use its Hagerstown, Maryland Ku—band earth station —— call sign KA258
                               —— to provide launch and early orbit phase ("LEOP") services for the
                               SES—8 satellite." An STA extension is required because the satellite‘s
                               launch has been delayed and now is expected to occur on November 25,
                               2013. The LEOP period is expected to last approximately ten days."

                               The SES—8 LEOP operations will be performed in the following
                               frequency bands: 13996.0 MHz in the uplink (CP), and 12248.5 MHz
                               and 11198.5 MHz in the downlink (CP). The LEOP operations will be
                               coordinated with all operators of satellites that use the same frequency
                               bands and are in the LEOP path.* All operators of satellites in that path
                               will be provided with an emergency phone number where the licensee
                               can be reached in the event that harmful interference occurs.

                               ‘ Intelsat has filed this STA request, an FCC Form 159 and an $860.00
                               filing fee electronically via the International Bureau‘s Filing System.

In support of this further extension request, Intelsat incorporates by
reference Exhibit A submitted with it original STA request, which
contains a waiver request. In the extremely unlikely event that harmful
interference should occur due to transmissions to or from its earth
station, Intelsat will take all reasonable steps to eliminate the
interference. Intelsat also notes that for purposes of the SES—8 LEOP
mission, it is seeking to operate in the frequencies listed in the request at
power levels not to exceed 25.5 dBW.

Finally, Intelsat clarifies that during the SES—8 launch, the spacecraft
will be controlled by Orbital. Orbital will build and send the commands
to the Intelsat antenna, which will process and execute the commands.
Telemetry received by Intelsat will be forwarded to Orbital. Intelsat
will remain in control of the baseband unit, RF equipment and antenna.

Grant of this STA extension request will allow Intelsat to help launch
the SES—8 satellite. This, in turn, will help ensure continuity of service
at the 95.0° E.L. orbital location and thereby promotes the public
interest.
