Special Temporary Authority (STA)

SES Government Solutions, Inc. (SES Government Solutions) is granted STA for 30 days to
operate a fixed earth station with two 1.8 meter GD/Prodelin model GDST—1.8M located at a
facility in Bristow, VA (38 deg 47‘ 0.25" N.L./077 deg 34° 24.5" W.L.) to communicate with
O3b‘s in—orbit NGSO FSS satellite system, licensed by the United Kingdom, in the 18.372—
18.588 (space—to—Earth) and the 28.172—28.388 GHz (Earth—to—space) frequency bands under
the following conditions:

1. SES Government Solutions shall not cause harmful interference to, and shall not claim
   protection from, interference caused to it by any other lawfully operating station and it
   shall cease transmission(s) immediately upon notice of such interference.

   Grant of this authorization is without prejudice to any determination that the Commission
   may make regarding any other pending or future application seeking to communicate
   with the O3b‘s satellite system (e.g., SES Government Solutions‘ pending application
   IBFS File No. SES—STA—20131022—00887).

   Transmitter(s) must be turned off during antenna maintenance to ensure compliance with
   the FCC—specified safety guidelines for human exposure to radiofrequency radiation in
   the region between the antenna feed and the reflector. Appropriate measures must also
   be taken to restrict access to other regions in which the antennas‘ power flux—density
   levels exceed the specified guidelines.

   This authorization does not constitute grant of Market Access for O3B‘s NGSO FSS
   system.

   Operations under this authority are on a non—interference basis only.

    Operations under this authority are on a non—protected basis only.

   The total input power at antenna flange must not exceed 40 Watts.

   The power flux—density at the Earth‘s surface produced by emissions from O3b‘s NGSO
   FSS system for all methods of modulation shall not exceed the levels established in 47
   C.F.R. §§ 25.308(c), (e) and Article 21 of the ITU Radio Regulations.

   The operations of the 03b NGSO FSS satellite system must not exceed the EPFD limits
   in Nos. 22.5C, 22.5D, and 22.5F of the ITU Radio Regulations.

10. 03b satellite transmissions must be conducted in accordance with the coordination
    agreement between O3b and U.S. government systems signed on January 17, 2013 with
    the Department of Defense.


11 . Transmissions authorized herein must comply with coordination agreements reached
   between the United Kingdom and other Administrations, including all coordination
   agreements reached between the United Kingdom and the United States.

12. SES Government Solutions may not receive transmissions from O3b‘s NGSO FSS
    system in the 17.8—18.6 and 18.8—19.3 GHz frequency bands (space—to—Earth) until O3b
    has completed coordination of its NGSO FSS system with all Federal FSS systems in the
    17.8—18.6 and 18.8—19.3 GHz frequency bands under 47 C.F.R. § 2.106, Footnote US334.

13. This STA is limited to operations associated with testing, satellite monitoring, and
    customer demonstrations purpose. SES Government Solutions may not provide any
    commercial service under this STA.

14. In the event that there is a report of interference, SES Government Solutions must
    immediately terminate transmissions and notify the FCC in writing.

15. Any action taken or expense incurred as a result of operations pursuant to this special
    temporary authority is solely at SES Government Solutions‘ own risk.

16. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
    authority, 47 C.F.R. § 0.261, and is effective immediately.

commencing on December 2,   2013,   to operate an earth station in Bristow,    Virginia,   with the 03b   U.
K.—licensed non—geostationary Ka—band satellite system for testing and demonstration purposes
only.   SES—GS has also filed a request for a 180—day STA at this location and incorporates by
reference the supporting materials provided with that request.   See File No. SES—STA—INTR2013—
02204.
