EXHIBIT Application of ORBCOMM License Corp. for Special Temporary Authorization ORBCOMM St. Johns, AZ Gateway Earth Station FCC Call Sign E940537 Pursuant to Section 25.120(b)(3) of the Commission‘s Rules, ORBCOMM License Corp. ("ORBCOMM) respectfully requests a 60—day Special Temporary Authorization ("STA") for the ORBCOMM Gateway Earth Station located at St. Johns, AZ (FCC Call Sign E940537) (the "GES") to operate an additional 50 kHz feeder uplink channel centered at 150.025 MHz for communication with all satellites in the ORBCOMM satellite constellation authorized under FCC Call Sign S2103. The parameters of operation for the additional STA uplink channel will be identical to the currently authorized GES feeder uplink channel at 149.61 MHz. ORBCOMM requests the STA to allow for use of the additional uplink channel until processing and grant of ORBCOMM‘s pending application to modify the regular authorization for the GES to add the new 150.025 MHz uplink channel is completed. ‘ Issuance of the requested STA will serve the public interest, convenience, and necessity by allowing use of the new uplink channel for the earliest possible implementation of required increases in throughput capacity and coverage for ORBCOMM satellite constellation feeder link communications. It should also be noted that the Commission has already modified the ORBCOMM Space Segment License (FCC Call Sign $2103) to permit the operation of the additional 150.025 MHz feeder uplink channel on all satellites in the ORBCOMM satellite constellation authorized under FCC Call Sign $2103.
