                   Request for Extension of Special Temporary Authority

       On August 12, 2013, the International Bureau granted the request filed by O3b
Limited (“O3b”) for special temporary authority (“STA”) to conduct tests at a facility in
Melbourne, Florida, of up to three 2.2m earth stations on vessels (“ESVs”). 1 The STA,
on the basis of its most recent extension, has a term through October 10, 2013. O3b,
pursuant to Section 25.120 of the Commission’s rules, 2 hereby requests a further
extension of its STA covering the 30-day period between October 11, 2013, and
November 10, 2013. 3

       O3b’s extension request is supported by good cause. An extension will enable
O3b to continue its testing so that it may establish performance standards and
operational requirements for its ESVs. By granting O3b’s initial STA request, the
Bureau already has found that facilitating these activities is in the public interest.

       Accordingly, and for good cause shown, O3b respectfully requests that its STA
extension request be granted.

3 O3b’s STA extension request is independent of its separately-filed application for a license to operate

ESVs (File No. SES-LIC-20130528-00455), and O3b acknowledges that action on its STA extension request
is without prejudice to Commission action on its ESV license application. O3b also notes that due to the
recent lapse in Federal appropriations, most of the services provided by the Commission have not been
available to the public. Accordingly, O3b is submitting the instant request on the first day on which
submissions are again being accepted in the FCC’s filing systems.
