Special Temporary Authority Extension

NBC Telemundo License LLC (NBC Telemundo) is granted Special Temporary Authority
(STA) for 30 days, from 10/23/2013 thru 11/20/2013, to perform testing on its new 9 meter
antenna at location 34° 08‘ 29.3" N.L. and 118° 20‘ 47.1" W.L. in Universal City, Los Angeles,
California. Operations with the ALSAT—designated satellites in the 5925 6425 MHz (Earth—to—
space) and 3700—4200 MHz (space—to—Earth) frequency bands as its point of communications is
permitted under the following conditions:



    1)   NBC Telemundo must comply the frequency coordination report parameters submitted
         under IBFS File No. SES—STA—20130826—00765/SES—AMD—20130718—00645.

   2)    Operations under this STA shall not cause harmful interference to, and shall not
         claim protection from, interference caused to it by any other lawfully operating
         station and it shall cease transmission(s) immediately upon notice of such
         interference.

   3)    Grant of this STA is without prejudice to any determination that the Commission
         may make regarding other any application.

   4)    Transmitter(s) must be turned off during antenna maintenance to ensure
         compliance with the FCC—specified safety guidelines for human exposure to
         radiofrequency radiation in the region between the antenna feed and the reflector.
         Appropriate measures must also be taken to restrict access to other regions in
         which the antennas‘ power flux—density levels exceed the specified guidelines.

   5)    Any action taken or expense incurred as a result of operations pursuant to this
         STA is solely at NBC Telemundo‘s risk.

   6)    This action is issued pursuant to Section 0.261 of the Commission‘s rules on
         delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

As part of a major plan to upgrade the facilities and equipment used by NBCUniversal Media,
LLC ("NBCU") in the Los Angeles area, NBCU is building a new broadcast center to replace its
current Burbank facilities. The new facility is being constructed to house NBC Network and
News operations, along with KNBC, NBC‘s Los Angeles owned station, and KVEA, Telemundo‘s
Los Angeles owned station, and will include newsroom facilities, production studios and a
content distribution center. To realize the maximum benefit from the new facilities, NBCU is in
the process of acquiring new equipment, and NBC Telemundo License LLC (the "Licensee") has
recently filed a number of applications for new earth station authorizations. One of these
applications, SES—AMD—20130718—00645, Call Sign E130111, is for a Transmit Receive Earth
Station for the NBC and Telemundo Networks. We requested Special Temporary Authority
("STA") in order to perform necessary equipment testing and debugging operations while that
application is pending (File No. SES—STA—20130826—00765). The STA request was granted on
September 9, 2013 for a period ending on October 10, 2013. Due to the shutdown of the
federal government on October 1, 2013, and resulting lack of access to the Federal
Communication Commission‘s website, we were unable to file an for extension of the STA.
Accordingly, we are filing this extension request on the first day on which the FCC‘s website
became available after the government reopened. We hereby request that the STA be
extended nunc pro tunc to October 10, 2013.

Our present location must be cleared of equipment before the end of 2013, necessitating that
the decommissioning process of currently active equipment begin no later than November 1,
2013. Grant of this STA extension request would allow sufficient time to verify uplink
performance and to make any necessary adjustments before going live from the new facility on
November 1.

The technical showings accompanying the pending application demonstrate that operation of
the new equipment does not cause interference to other licensed users. This equipment will
play a key role in accomplishing NBCU‘s objectives to more effectively serve its viewers by
ensuring the timely delivery of the news, information and public affairs programming on which
they rely. For these reasons, grant of the requested STA extension would serve the public
interest.
