TELEVISA, SA de CV is granted, under the following conditions, Special Temporary Authority for 60
days to operate as described in SES—STA—20130927—00842 and as described in underlying pending
application SES—LIC—20130927—00841 as amended by SES—AMD—20140417—00301 a Transmit—Only
Temporary—Fixed Earth Station to communicate in the conventional C—band frequencies 5925—6425 MHz
(Earth—to—space) with ALSAT as its point of communication. Based on the following conditions:

    1.   Operations under this authority are on a non—interference basis only.

    2.   Operations under this authority are on a non—protected basis only.

    3.   Off—axis EIRP density limits shall not exceed 47 C.F.R. § 25.218(d)(1) envelopes and that the
         maximum EIRP density shall not exceed 19.7 dBW/4kHz.

    4.   The licensee shall comply with Section 25.277(c) of the Commission‘s rules, 47 C.F.R.
         §25.277(c), regarding submission of Frequency Coordination Reports prior to commencing
         operations at any location. This is also granted subject to Section 25.277(d) and (e) of the
         Commission‘s rules, 47 C.F.R. §25.277(d) and (e). Failure to perform successful prior frequency
         coordination will result in the cancellation of your station license herein. Copies of all
         coordination notices shall be forwarded to the FCC Operations Center Office in Columbia,
         Maryland.

                           Request for Special Temporary Authority

         Televisa, S.A de C.V., a Mexican corporation and an applicant for FCC authority to
license a temporary fixed Earth station as filed with the FCC today (Form 312 attached),
pursuant to Sections 74.433 and 1.931 of the Commission‘s Rules, hereby requests Special
Temporary Authority for a period of 180 days to operate said station (TVSA—Mob 4) throughout
the Continental United States. Televisa has already received an FCC license for its Mob—1
facility (E130127).

       The purpose of this request is to allow Televisa, a network organization operating in
Mexico, to carry the live telecasts of sporting events of significant interest to its viewers —— each
of which events are scheduled outside the control of Televisa.

       No broadcast will take place until frequency coordination at the particular location for the
selected date has been undertaken and confirmed.

       Because of the imminent nature of the prospective telecasts, urgent action on this request
for STA is respectfully requested.

             COORDINATION CERTIFICATION FOR C—BAND OPERATION



ACKNOWLEDGEMENT OF FREQUENCY COORDINATION REQUIREMENTS

The   applicant acknowledges that they are familiar with the     FCC Rules
and   Reqgulations Part 25.130  (b), this rule states that a      frequency
coordination analysis will be   submitted with this   application.   However
this request for application is for a transportable earth station that
will operate at various locations throughout the United States and its
territories  and no  specific  site  is  identified during  the filing
process.

The  applicant  does  not   request   that  the   coordination  process  be
circumvented only that no coordination exhibit is required for this
transportable  application.   The   following   certification  demonstrates
that the applicant will follow the coordination process required for
temporary earth station operation.

FREQUENCY COORDINATION CERTIFICATION FOR C—BAND OPERATION

The applicant certifies that they are familiar with Parts 101 and 25 of
the FCC Rules   and Reqgulations regarding the   frequency coordination
process. The applicant is aware of and agrees to perform an analysis
and notification to potentially affected carriers prior to transmitting
at each location.   Copies of all coordination notices will be forwarded
to the FCC Operations Center Office in Columbia,   Maryland.
