        citizen based in Israel) requests immediate permission to establish an earth station that
        tests a Biotic Technology (tm) sensor (built by the applicant) which is intended to record
        activity along an electro−biotic frequency. This form of ecological quantization is

12. Description

Given the current military situation in Syria, this application (made by an American citizen based
in Israel) requests immediate permission to establish an earth station that tests a Biotic
Technology (tm) sensor (built by the applicant) which is intended to record activity along an
electro−biotic frequency. This form of ecological quantization is experimental although
preliminary tests have demonstrated great success in recording such activity in the Middle East
and elsewhere (see attachment 1 and 2). The implications for such research include advances for
military hardware and intelligence gathering as well as a breakthrough in ground based remote
sensing applications. According to the guidelines, the FCC is authorized to issue a Special
Temporary Authority (STA) for those subject−matter areas falling under this specific purpose, e.g.
for emergency situations and natural disasters. This application makes a strong showing that, due
to extraordinary and extenuating circumstances, the applicant cannot wait for the normal licensing
process to conclude.
