As part of a major plan to upgrade the facilities and equipment used by NBCUniversal Media,
LLC ("NBCU") in the Los Angeles area, NBCU is building a new broadcast center to replace its
current Burbank facilities. The new facility is being constructed to house NBC Network and
News operations, along with KNBC, NBC‘s Los Angeles owned station, and KVEA, Telemundo‘s
Los Angeles owned station, and will include newsroom facilities, production studios and a
content distribution center. To realize the maximum benefit from the new facilities, NBCU is in
the process of acquiring new equipment, and NBC Telemundo License LLC (the "Licensee") has
recently filed a number of applications for new earth station authorizations. One of these
applications, SES—LIC—20130725—00672, Call Sign E130142, is for a Transmit Receive Earth
Station for the NBC Network for which we hereby request Special Temporary Authority ("STA")
in order to perform necessary equipment testing and debugging operations while that
application is pending.

Our present location must be cleared of equipment before the end of 2013, necessitating that
the decommissioning process of currently active equipment begin no later than November 1,
2013. On October 1, we plan to shadow our current Burbank transmission operation from the
new center. To facilitate this plan, we request an effective date for the STA of September 1,
2013, which would allow a 30—day period to verify uplink performance and to make any
necessary adjustments before going live from the new facility on November 1.

The technical showings accompanying the pending applications demonstrate that operation of
the new equipment will not cause interference to other licensed users. This equipment will
play a key role in accomplishing NBCU‘s objectives to more effectively serve its viewers by
ensuring the timely delivery of the news, information and public affairs programming on which
they rely. For these reasons, grant of the requested STA would serve the public interest.
