                   APPLICATION FOR SPECIAL TEMPORARY AUTHORITY
                       Call Sign E000696, Antennas NWM-16 and NWM-17

SES Americom, Inc. (“SES”) respectfully requests Special Temporary Authority (“STA”) from July 15 to
July 22, 2013, to conduct antenna testing of the proposed NWM-17 antenna (see File No. SES-MFS-
20130604-00470; call sign E000696 (the “NWM-16 and NWM-17 Application”)) at its Bristow, Virginia,
teleport. The test will be conducted in conjunction with the NWM-16 antenna and the Netherlands-
licensed NSS-7 satellite at the 20° W.L. orbital location (see File No. SAT-MPL-20120215-00017; call
sign S2463) on the following frequencies:

        5929 MHz (right-hand circular) uplink / 3704 MHz (left-hand circular) downlink
        5850.5 MHz (left-hand circular) uplink / 3625.5 MHz (right-hand circular) downlink.

SES is seeking: (1) authority to transmit an uplink carrier in those frequencies from the NWM-17; and
(2) authority to receive the corresponding satellite downlink from NSS-7 on the NWM-16 antenna. See
NWM-16 and NWM-17 Application. The purpose of the proposed test is to enable the antenna feed and
transmit-pattern of the NWM-17 antenna to be verified. The proposed tests themselves will likely take no
more than four hours to complete. However, SES is requesting a one-week window in which to perform
the testing to take into account weather or other contingencies.

The proposed testing will be conducted on a non-protected, non-interference basis. SES has carefully
chosen test frequencies that are in between or outside the transponder and TT&C frequencies of adjacent
satellites. In addition, the test will be conducted consistent with the terrestrial coordination submitted
with the NWM-16 and NWM-17 Application. In any event, SES will cease transmissions upon notice of
any harmful interference to any lawfully operating system. The SES point of contact during the proposed

Grant of the requested STA will serve the public interest by enabling SES to verify the performance of
NWM-17 antenna prior to final acceptance of delivery from the antenna vendor. The Commission has
previously granted an STA to use NWM-17 to conduct in-orbit testing (“IOT”) with SES-6 at 26° W.L.
See File No. SES-STA-20130604-00471 (granted Jun. 12, 2013). Unfortunately, a fault in the antenna
was discovered during IOT. Grant of the instant STA request will enable SES to verify that the fault has
been repaired.
