Special Temporary Authority (STA)

Exxon Communications Company is granted STA to operate its earth station Call Sign
E000001 on oil platform Hoover—Diana in the Gulf of Mexico region for 30 days under
the following conditions:

        1. Exxon Communications Company will provide Transmit/Receive in the 5925—
           6425 MHz frequencies as uplink and 3700—4200 MHz frequencies as
           downlink to access SATMEX 6 at orbital location 113° W.L.

           Exxon Communications Company will operate with a maximum input at the
            antenna of 6.2 W, an antenna gain of 41.4 dB, and the total maximum output power
            of 49.3 dBW.

         . Operations, shall not cause harmful interference to, and shall not claim
            protection from, interference caused to it by any other lawfully operating
            station and it shall cease transmission(s) immediately upon notice of such
            interference.

         . Any action taken or expense incurred as a result of operations pursuant to this
           STA is solely at Exxon Communications Company‘s risk.

         . This action is issued pursuant to Section 0.261 of the Commission‘s rules on
            delegated authority, 47 C.F.R. §0.261, and is effective immediately.

              Grant of this STA is without prejudice to any determination that the
              Commission may make regarding pending application, SES—MFS—
              20130228—00221, nor is it of a continuing nature. Future STA requests
              must document rationale of existence of extraordinary circumstances
              requiring temporary operations in the public interest and that delay in the
              institution of these temporary operations would seriously prejudice the
              public interest. Convenience to the applicant, such as marketing
              considerations or meeting scheduled customer in—service dates, will not be
              deemed sufficient for this purpose. See 47 C.F.R. 25.120(b)(1).

              Pursuant to Section 1.62 of the Commission‘s rules, 47 C.F.R. § 1.62,
              continued operation of this earth station with SATMEX 6 at orbital location
              113° W.L. with grant date of February 21, 2013 continued in effect until
              grant of this operation.

This action is issued pursuant to Section 0

PETITION FOR SPECIAL TEMPORARY AUTHORITY

The system for which we are requesting modification is an earth station on the oil platform
Hoover—Diana located in the Gulf of Mexico

The purpose of this replacement system is to provide safe and effective communications for the
personnel working on and around the platform, as well as on passing ships. Recently, the current
equipment has been experiencing maintenance problems caused by inadequate filtering, and the
number of interference incidents has greatly escalated.

There are no cellular or other alternate means of communications in this remote region 160 miles
south of Galveston, TX in the Gulf of Mexico. Due to the critical need to ensure the safety of
workers in this sensitive area, the replacement equipment is required in a timely manner.

We respectfully ask that this petition will be considered, and that we may receive the grant of
temporary authority to operate the replacement system.
