Intelsat License LLC (Intelsat) is granted special temporary authority under the following
conditions for 30 days for the fixed earth station Call Signs E040174 and E860175, located at
Castle Rock, Colorado and Fillmore, California respectively, to provide telemetry, tracking and
command ("TT&C") services to the Intelsat 603 satellite, licensed by the Argentine
Administration, at the 81.0° W.L. orbital location. The Intelsat 603 TT&C operations will be
performed on the following center frequencies: 6173.7 MHz and 6176.3 MHz (CP and LP)
(Earth—to—space) and 3947.5 MHz, 3948.0 MHz, 3952.0 MHz, and 3952.5 MHz (CP and LP)
(space—to—Earth). The transmitted EIRP will be 80.8 dBW.

1. This authorization is based upon the license issued by Argentina in Resolution No. 6/2013
published in the Boletin de la Republican Argentina on July 4, 2013, and shall terminate
immediately in the event that license is no longer in effect, or in the event that Intelsat 603 is no
longer operating pursuant to that license.

2. This authorization is limited to TT&C operations with the Intelsat 603 satellite while it is
operating at the 81—°. W.L. orbital location under the Argentina license, and provides no authority
for TT&C operations in connection with any deorbiting of the satellite.

3. All operations under this grant of STA shall be on an unprotected and non—harmful
interference basis. Intelsat shall not cause harmful interference to, and shall not claim protection
from interference caused to it by, any other lawfully operating radio communication system.

4. In the event of any harmful interference as a result of operations under this grant of ST—A,
Intelsat shall cease operations immediately upon notification of such interference and shall
immediately inform the Commission, in writing, of such an event.

5. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding future or pending Intelsat applications.

6. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.P.R. § 0.261, and is effective upon release.

tracking and control services to the Intelsat 603 satellite,       licensed by the Argentine
Administration,   as it drifts from 28.0 W.L.   to 81.0 W.L.   and on—station at 81.0 W.L.

           Re:         Request for Special Temporary Authority to Conduct Telemetry,
                       Tracking and Control Operations Using Earth Station E040174

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
           ("STA")‘ for 30 days commencing April 20, 2013 to use its Castle Rock,
           Colorado earth station — call sign EQ40174 — to provide telemetry, tracking and
           control ("TT&C") services to the Intelsat 603 satellite, licensed by the
           Argentine Administration, as it drifts from 28.0° W.L. to 81.0° W.L.* At 81.0°
           W.L., primary TT&C operations will switch to another Intelsat earth station,"
           but E040174 will continue to provide back—up TT&C services.

           The Intelsat 603 TT&C operations will be performed in the following }
           frequency bands:

           Uplink: 6173.7 MHz and 6176.3 MHz (CP and LP)

           Downlink: 3947.5 MHz, 3948.0 MHz, 3952.0 MHz, and 3952.5 MHz (CP and
           LP)

           The transmitted EIRP will be 80.8 dBW.




           ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
           this supporting letter electronically via the International Bureau‘s Filing
           System ("IBFS").
           * Intelsat 603 is not on the Permitted Space Station List. Intelsat includes
           herewith a waiver request with respect to the requirements regarding access to
           a foreign—licensed satellite.
           * Intelsat will shortly file an STA request for its Fillmore, California earth
           station E860175 to provide primary TT&C services to the satellite while it is
           on—station at 81.0° W.L.

Grant ofthis STA request will serve the public interest because the
redeployment of the Intelsat 603 satellite to 81.0° W.L. will provide additional
capacity temporarily at that location. The drift from 28.0° W.L. to 8$1.0° W.L.
is expected to take approximately two months. The antenna is expected to
provide back—up TT&C for approximately three months at 81° W.L.

In support of this request, Intelsat attaches Exhibits A and B, which contain a
waiver request, as well as technical information indicating that the operation of
the earth station will be compatible with its electromagnetic environment and
will not cause harmful interference into any lawfully operating terrestrial or
government facility. In the extremely unlikely event that harmful interference
should occur due to transmissions to or from its earth station, Intelsat will take
all reasonable steps to eliminate the interference.

In addition, Intelsat will coordinate the satellite‘s drift with potentially affected
satellite operators. As such, co—frequency operations of other satellite
operators will not be affected.
