                      Explanation and Public Interest Statement

       HNS License Sub, LLC ("Hughes") is seeking special temporary authority

("STA") for period of 60 days beginning on March 11, 2013, to operate the new

transportable/temporary fixed hub earth station antenna it proposes in its pending

application in File No. SES—MOD—INTR2013—00484, Call Sign E990170 ("Detroit Hub

Application") on a pre—grant basis. The Detroit Hub Application proposes to establish a

new 2.4 meter vehicle—mounted transmit/receive antenna that will operate in conventional

Ku—band frequencies at 14.0—14.5 GHz and 11.7—12.2 GHz with satellites on the

Permitted List. The antenna in question is a well—established model that is compliant

with Sections 25.209(a) and (b) of the Commission‘s Rules.

       Operations of the proposed 2.4 meter Andrew Model ESA2.4VSMKU antenna

will be as specified in the above—referenced Detroit Hub Application, and all

transmissions will be made at power levels consistent with the Commission‘s rules using

satellite points of communication from the Application. Hughes incorporates the

technical showings from the Detroit Hub Application into this submission by reference,

and understands that its operations under the pre—grant STA requested here are both on a

non—harmful interference/non—protected basis, and without prejudice to Commission

action on the underlying Detroit Hub Application.

       Good cause exists for the grant of the requested STA. Hughes is establishing the

Detroit Hub earth station to conduct demonstrations of VSAT network capabilities to


potential customers and to provide an alternate hub in the event of a catastrophic hub

failure. As the demonstration activities are required on a continuing basis, using this link

is of significant importance to Hughes and its customers, and grant of the STA requested

here is clearly required in the public interest.

        For the foregoing reasons, Hughes respectfully requests special temporary

authority to enable it to operate the new 2.4 meter vehicle—mounted transmit/receive earth

station antenna proposed in the pending Detroit Hub Application for a period of 60 days

beginning on March 11, 2013 and continuing through May 10, 2013. A 60 day term for

the STA is appropriate under Section 25.120(a)(3) of the Commission‘s Rules given that

the operation proposed is the subject of the pending Detroit Hub Application.
