Description of Request for Special Temporary Authority

DG Consents Sub, Inc. (“DG Consents”) has filed a modification application to,
inter alia, permit communications between its Earth Exploration Satellite Service
(“EESS”) earth station in Fairbanks, Alaska (Call Sign E950499) and the GeoEye-1,
GeoEye-2 and IKONOS space stations. A reference copy of this application (FCC File
No. SES-MOD-INTR2013-00497) is included with this request.

With this application , DG Consents respectfully requests special temporary
authority (“STA”) to communicate with the two space stations (GeoEye-1 and IKONOS)
currently in orbit. STA is requested for a 60-day period, beginning March 15, 2013 and
ending May 14, 2013, and is required in advance of the proposed permanent authority in
order to allow immediate testing of communication links between the Fairbanks earth
station and GeoEye-1 and IKONOS, which are now ultimately controlled by
DigitalGlobe, Inc., parent company of DG Consents, following the merger of
DigitalGlobe, Inc. and GeoEye, Inc. See FCC File No. SES-T/C-20120817-00761
(granted Jan. 10, 2013).

Operations under the STA with GeoEye-1 and IKONOS would be under the same
technical conditions as currently authorized to the GeoEye Alaska earth stations (Call
Signs E970270 and E980376). DG Consents has coordinated its use of the frequencies
from Fairbanks. See Frequency Coordination and Interference Analysis Report included
with the modification of license application in FCC File No. SES-MOD-INTR2013-
00497.

Grant of the instant STA request will serve the public interest by enabling
DigitalGlobe, Inc. to commence consolidation of its existing and newly acquired EESS
operations without delay and assure the continued safe operation of the two subject space
craft.

In summary, and on the basis of the information provided above, DG Consents
respectfully requests, for a period of 60 days commencing on March 15, 2013, special
temporary authority to permit communications between its Fairbanks earth station and
GeoEye-1 and IKONOS space stations.
