              REQUEST FOR SPECIAL TEMPORARY AUTHORIZATION

On behalf of KXTV, Inc. (“KXTV”), licensee of television station KXTV, Sacramento,
California, this is a request for Special Temporary Authorization (STA) for KXTV to utilize a
transmit-only satellite earth station while its application for a new, temporary-fixed transmit-only
satellite earth station remains pending at the FCC (FCC File No. IB2013000162). The
application was filed with the FCC on December 24, 2012 and amended January 22, 2013.

KXTV is in need of the use of this earth station prior to the processing and grant of the pending
application due to the failure of its satellite vehicle used for routine news-gathering and
transmission of video to KXTV’s studio for broadcast. Repair of this vehicle is not feasible
because of the extensive cost-prohibitive nature of the repairs, and would render it unavailable
for a lengthy period of time. As an alternative, KXTV has purchased and is ready to utilize a
new satellite vehicle for the new earth station that is pending. As a result of this failure, KXTV
has experienced challenges in its ability to transmit vital newsworthy video to its wide coverage
area of northern California. In order to preserve its ability to properly serve its community,
KXTV requests the ability to utilize the earth station described in the reference pending
application and respectfully requests that the FCC grant this STA pending the processing of the
underlying application.
