Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority (“STA”)1 for 30 days commencing February 6, 2013 to use its
Hagerstown, Maryland Ku-band earth station -- call sign KA258 -- to provide
launch and early orbit phase (“LEOP”) services for the Amazonas-3 satellite that
is scheduled to be launched on February 6, 2013.2 The LEOP period is expected
to last approximately 12 days.3

The Amazonas-3 LEOP operations will be performed in the following frequency
bands:

Uplink: 14001.5 MHz and 14494.0 MHz (CP);
Downlink: 11700.25 MHz and 12199.5 MHz (CP).

The uplink EIRP for transmissions in the 14001.5 MHz and 14494.0 MHz
frequencies is not expected to exceed 88 dBW. The LEOP operations will be
coordinated with all operators of satellites that use the same frequency bands
and are in the LEOP path. As such, there would be no risk of interference with
respect to lawfully operating, co-frequency radiocommunication facilities.
Nevertheless, all operators of satellites in that path will be provided with an

harmful interference occurs.

In addition, Intelsat attaches Exhibits A, which contains a waiver request. In the
extremely unlikely event that harmful interference should occur due to
transmissions to or from its earth station, Intelsat will take all reasonable steps to
eliminate the interference.

Grant of this STA request will allow Intelsat to help launch the Amazonas—3
satellite. This, in turn, will help bring additional capacity to its permanent
orbital location of 61.0° W.L. and thus serves the public interest.
