Intelsat License LLC, is granted Special Temporary Authority for 30 days, from February 25,
2013 to March 26, 2013, to operate as described in SES—STA—20121210—01086, to support
post—launch/early—operations TT&C for the Mexican licensed SATMEX—8 satellite, which
will be launched together on March 1,2013. The permanent orbital location for Satmex 8
will be 116.8° W.L. The satellite will be in—orbit tested at 114.9° W.L. The following
conditions also apply to this authorization.

Conditions:

1. Operations under this authority are on a non—interference basis only.

2. Operations under this authority are on a non—protected basis only.

3. In the event that there is a report of interference, Intelsat License LLC must immediately
terminate transmissions and notify the FCC in writing.

4. The LEOP operations will be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event
that harmful interference occurs.

5. Intelsat License LLC, will be available whenever transmission to, or reception from,
SATMEX—8 is to occur via telephone (202) 944—7701 — East Coast Operations Center
(primary) and (310) 525—5900 — West Coast Operations Center (back—up)

6. Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at Intelsat License LLC risk.

7. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately.

     Intelsat License LLC herein requests a grant of Special Temporary Authority for 30 days,
    from December 27,           2012 through January 25,                2013,    to use its C—band earth station E040125
    located in Riverside,               California to provide launch and early orbit phase services for the
    Satmex 8 satellite that is expected to be launched on December 27,                                        2013.

             Dear Ms. Dortch:

             Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary
             Authority ("STA*")‘ for 30 days, from December 27, 2012 through January 25,
             2013, to use its C—band earth station E040125 located in Riverside, California to
             provide launch and early orbit phase ("LEOP") services for the Satmex 8
             satellite that is expected to be launched on December 27, 2013." The LEOP
             period is expected to last approximately 10 days.*

             The Satmex 8 LEOP operations will be performed in the following frequency
             bands: 5926.5 MHz and 6424.5 MHz (LHCP) (uplink), and 4198.6 MHz and
             4199.4 MHz (RHCP) (downlink). The LEOP operations will be coordinated
             with all operators of satellites that use the same frequency bands and are in the
             LEOP path. All operators of satellites in that path will be provided with an
             emergency phone number where the licensee can be reached in the event that
             harmful interference occurs.

             ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
             this supporting letter electronically via the International Bureau‘s Filing System
             ("IBFS").
             > Satélites Mexicanos, S.A. de C.V., the operator of Satmex 8, has requested
             U.S. market access for the satellite. See Policy Branch Information; Satellite
             Space Applications Acceptedfor Filing, Report No. SAT—00899, File No. SAT—
             PPL—20120823—00140 (Sept. 21, 2012) (Public Notice). The permanent orbital
             location for Satmex 8 will be 116.8° W.L. The satellite will be in—orbit tested at
             114.9° W.L.
             * Intelsat is seeking authority through January 25, 2013 to accommodate a
             possible launch delay.

In further support of this request, Intelsat is attaching Exhibits A and B, which
contain a waiver request, as well as technical information that demonstrates that
the operation of the earth station will be compatible with its electromagnetic
environment and will not cause harmful interference into any lawfully operating
terrestrial facility. In the extremely unlikely event that harmful interference
should occur due to transmissions to or from its earth station, Intelsat will take
all reasonable steps to eliminate the interference.

Intelsat also notes that for purposes of the Satmex 8 LEOP mission, it is seeking
to operate in the frequencies listed in the request at power levels not to exceed
26.5 dBW. The technical information submitted with the STA request reflects a
power level as high as 29.1 dBW because that is the level at which Intelsat
might operate in the event an emergency necessitates the use of a higher power
level in order to command the satellite.

Grant of this STA request will allow Intelsat to help launch the Satmex 8
satellite. This, in turn, will help ensure continuity of existing services at the
116.8° W.L. location, and thereby promotes the public interest.
