               Hagerstown, Maryland C-band Earth Station E000355

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority (“STA”)1 for 60 days, commencing from date of grant, to utilize its
Hagerstown, Maryland C-band earth station -- call sign E000355 -- prior to
grant of permanent operating authority. The antenna will communicate in the
frequency bands 3700-4200 MHz (downlink) and 5925-6425 MHz (uplink) with
the SES-4 satellite at 22.0º W.L.2 Intelsat has a pending application for
authority to use this antenna to transmit in the conventional C-band to satellites
on the Permitted Space Station List on a permanent basis.3

In support of this request, Intelsat incorporates by reference its pending
application for authority to use this antenna to transmit to Permitted List
satellites on a permanent basis.4 The application contains detailed technical
information (in Exhibits A, C, E, and F) that demonstrates that the operation of
the earth station will be compatible with its electromagnetic environment and
will not cause harmful interference into any lawfully operating facility. In the
extremely unlikely event that harmful interference should occur, Intelsat will
take all reasonable steps to eliminate the interference.

Grant of this STA request will enable Intelsat to commence a customer service
using this earth station to communicate with the SES-4 satellite in accordance
with the schedule that has been communicated to the customer, thereby serving
the public interest. In addition, grant will provide the Commission with
