Special Temporary Authority (STA)

EchoStar is authorized an extension of the current STA SES—STA—20121015—00926 for a
period of 30—day to perform telemetry, tracking, and control ("TT&C") operations for
QuetzSat—1 at the 61.5° W.L. orbital location. Operations under this authorization are
subject to the conditions set forth below.

Conditions:

1. All operations under this grant of special temporary authority shall be on an
unprotected and non—harmful interference basis. EchoStar shall not cause harmful
interference to, and shall not claim protection from interference caused to it by, any other
lawfully operating radio communication system.

2. In the event of any harmful interference as a result of operations under this grant of
STA, EchoStar shall cease operations immediately upon notification of such interference
and shall immediately inform the Commission, in writing, of such an event.

3. Any action taken or expense incurred as a result of operations pursuant to this STA is
solely at EchoStar‘s own risk.

4. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective upon release.

5. Pursuant to Section 1.62 of the Commission‘s rules, 47 C.F.R. § 1.62, continued
operation of this station with QuetzSat—1 at 61.5° WL under previously granted STA file
number SES—STA—20121015—00926 with grant date of November 1, 2012 continued in
effect until grant of this authorization

                APPLICATION FOR SPECIAL TEMPORARY AUTHORITY

       EchoStar Broadcasting Corporation ("EBC," and collectively with its affiliates,

"EchoStar") respectfully requests renewal of its 30—day special temporary authority ("STA") to

provide Tracking, Telemetry, and Command ("TT&C") with QuetzSat—1 while the satellite is

operating at 61.5° W.L. using three earth stations (Call Signs EO50017, E060003, and EO70014).

The current STAs expire on November 25, 2012.‘ For the reasons set forth herein, the grant of

this application is in the public interest and will not cause harmful interference to any authorized

user of the spectrum.

authority for TT&C using the operational parameters as previously granted in the underlying
stamp grants.


1.     BACKGROUND

       After its successful launch on September 29, 2011, QuetzSat—1 completed operational

testing at 67.1° W.L., and was subsequently relocated to 61.5° W.L. pending the launch of

EchoStar 16. EchoStar understands that QuetzSat—1 operates under a U.K. Outer Space Act

license and will be registered as a UK space object." With the successful launch of EchoStar 16,"

EchoStar now anticipates moving QuetzSat—1 from 61.5° W.L. on or about December 2, 2012, to

77.05° W.L., pending the successful testing of EchoStar 16.

IL.    GRANT OF THIS APPLICATION IS IN THE PUBLIC INTEREST

       The Commission has a long—standing poficy of granting STA where such authorization

will serve the public interest, convenience, and necessity and does not cause harmful

interference." The requested operations meet both of these tests.

       The requested STA will serve the public interest by allowing EchoStar to maintain

QuetzSat—1‘s orbit at 61.5° W.L. pending its relocation to the nominal 77° W.L. orbital location.

While maintaining the satellite‘s orbit at 61.5° W.L., EchoStar will ensure that operations do not

cause harmful interference to any other satellite.

III.   WAIVER PURSUANT TO SECTION 304 OF THE ACT

       In accordance with Section 304 of the Communications Act of 1934, as amended,

47 U.S.C. § 304, EchoStar hereby waives any claim to the use of any particular frequency or of

the electromagnetic spectrum as against the regulatory power of the United States because of the

previous use of the same, whether by license or otherwise.

IV.    CONCLUSION

       For the foregoing reasons, EBC seeks 30—day renewal ofits STA for its earth stations

(Call Signs E050017, E060003, and E070014) to perform TT&C operations for QuetzSat—1 at

61.5° W.L.
