Special Temporary Authority (STA)


Exxon Communications Company is granted an extension of STA to operate its earth
station Call Sign E000001 on oil platform Hoover—Diana in the Gulf of Mexico region for
a 30—day period from December 3, 2012 through January 2, 2013 under the following
conditions:

       1. Exxon Communications Company will provide Transmit/Receive in the 5925—
       6425 MHz frequencies as uplink and 3700—4200 MHz frequencies as downlink to
       access SATMEX 6 at orbital location 113 deg W.L.

       2. Operations, shall not cause harmful interference to, and shall not claim
       protection from, interference caused to it by any other lawfully operating station
       and it shall cease transmission(s) immediately upon notice of such interference.

       3. Grant of this STA is without prejudice to any determination that the
       Commission may make regarding pending application SES—MFS—20120904—
       00794.

       4. Any action taken or expense incurred as a result of operations pursuant to this
       STA is solely at Exxon Communications Company‘s risk.

       5. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
       delegated authority, 47 C.F.R. §0.261, and is effective immediately.

PETITION FOR SPECIAL TEMPORARY AUTHORITY

The system for which we are requesting modification is an earth station on the oil platform
Hoover—Diana located in the Guif of Mexico

The purpose of this replacement system is to provide safe and effective communications for the
personnel working on and around the platform, as well as on passing ships. Recently, the current
equipment has been experiencing maintenance problems caused by inadequate filtering, and the
number of interference incidents has greatly escalated.

There are no cellular or other alternate means of communications in this remote region 160 miles
south of Galveston, TX in the Gulf of Mexico. Due to the critical need to ensure the safety of
workers in this sensitive area, the replacement equipment is required in a timely manner.

We respectfully ask that this petition will be considered, and that we may receive the grant of
temporary authority to operate the replacement system.
