                REQUEST FOR SPECIAL TEMPORARY AUTHORITY

              By this application, Americom Government Services, Inc., d/b/a SES
Government Solutions (“SES-GS”) respectfully requests special temporary authority
(“STA”) for a period of 60 days to operate a C-band antenna at a site in Laurel, MD.
STA is sought pending action on the application SES-GS submitted for permanent
licensing of the antenna, File No. SES-LIC-20121108-00997. Grant of the requested
authority will allow SES-GS to provide service continuity to its U.S. government
customer and is therefore in the public interest.
              The C-band antenna for which STA is requested is part of a global
network of facilities used for critical communications by the government customer of
SES-GS. Because the antenna operates in non-Federal spectrum, the government
agency cannot seek an FCC license in its own name. SES-GS understands that a
previous provider of service to the customer had obtained a license for operations at
this site under call sign E970431, but that license has been surrendered. Pursuant to
the government customer’s request, SES-GS has completed the necessary
coordination for the C-band operations and filed a new license application. SES-GS
requests STA to allow the provision of uninterrupted service to the customer pending
action on the license application.
              The technical details regarding the proposed operations are included in
the pending license application and are incorporated by reference herein.
