                      Explanation and Public Interest Statement

        HNS License Sub, LLC (“Hughes”) is seeking special temporary authority
("STA") for period of 60 days beginning on November 15, 2012, to operate the new
fixed-satellite service earth station at Lanham, Maryland it proposes in its pending
application in File No. SES-LIC-20121105-00988, Call Sign E120226 (“Lanham
Application”) on a pre-grant basis. The Lanham Application proposes to establish a new
6.1 meter earth station antenna that will operate in conventional Ku-band frequencies at
14.0-14.5 GHz and 11.7-12.2 GHz with satellites on the Permitted List. The antenna in
question is a well-established model that is compliant with Sections 25.209(a) and (b) of
the Commission’s Rules.

        Operations of the proposed 6.1 meter Scientific Atlanta Model 8060 antenna will
be as specified in the above-referenced Lanham Application, and all transmissions will be
made at power levels consistent with the Commission’s rules using satellite points of
communication from the Application. Hughes incorporates the technical showings from
the Lanham Application into this submission by reference, and understands that its
operations under the pre-grant STA requested here are both on a non-harmful
interference/non-protected basis, and without prejudice to Commission action on the
underlying Lanham Application.

         Good cause exists for the grant of the requested STA. Hughes is establishing the
Lanham earth station for the exclusive use of a Federal Government agency customer –
the Internal Revenue Service (“IRS”). The IRS has informed Hughes that it wishes to use
the earth station as soon as possible for the provision of distance video training to IRS
facilities and offices around the country at reduced costs to the taxpayers. The IRS
highly values efficient stewardship of the funds dedicated to its mandate. As the training
activities are required on a continuing basis, using this distance training link is of
significant importance to the mission of the IRS, and grant of the STA requested here is
clearly required in the public interest.

        For the foregoing reasons, Hughes respectfully requests special temporary
authority to enable it to operate the new 6.1 meter transmit/receive earth station proposed
in the pending Lanham Application for a period of 60 days beginning on November 15,
2012 and continuing through January 14, 2013. A 60 day term for the STA is appropriate
under Section 25.120(a)(3) of the Commission’s Rules given that the operation proposed
is the subject of the pending Lanham Application.
