Intelsat License LLC is granted, under the following conditions, STA for a 30—day period
from November 15, 2012 through December 14, 2012 to use its teleport site at Nuevo,
California to test the proposed 9.2 meter General Dynamics model 9.2m KaFMA antenna
in anticipation of using the antenna to access Ka—band satellite Galaxy 28 at orbital
location 89° W.L.

   1. The testing carrier 20KG9D will be performed on the uplink frequencies: 29.625
       GHz (H,V,L,R) and 29.791 GHz (H,V,L,R) and on the downlink frequencies:
       19.825 GHz (H,.V,L,R) and 19.991 GHz (H,V,L,R) within coordinated emission
       and power limits.

       Operations under this authority are on a non—interference basis only.

     . In the event that there is a report of interference, Intelsat Licensee LLC must
       immediately terminate transmissions and notify the FCC in writing.

       This is granted without prejudice to any future FCC enforcement action in
       connection with any unauthorized operation of radio facilities.

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") herein requests Special Temporary Authority
           ("STA") ‘ for 30 days — from November 15, 2012 through December 14, 2012
           —— to allow Intelsat to utilize a 9.2m Ka—band antenna located at its Riverside,
           CA teleport for testing with Intelsat‘s Galaxy 28 satellite at 89.0° W.L.

           The testing will be performed in the following frequencies: 29.625 GHz (L) and
           29.791 GHz (R) (uplink) and 19.825 GHz (L) and 19.991 GHz (L) (downlink).
           The maximum uplink EIRP per carrier will be 69.2 dBW. Intelsat is
           coordinating the proposed transmissions with the operators of all co—frequency,
           co—coverage satellites within plus/minus six degrees of 89.0° W.L. Specifically,
           Intelsat is coordinating the proposed transmissions with Telesat Canada, the
           operator of the Nimiq 1 satellite at 91.0° W.L. In the extremely unlikely event
           that harmful interference should occur, Intelsat will take all reasonable steps to
           eliminate the interference.

           In further support of this request, Intelsat provides the relevant technical
           parameters in FCC Form 312, Schedule B, which is included as Exhibit A. In
           addition, Intelsat incorporates by reference the radiation hazard report and
           antenna gain patterns previously submitted for this antenna.*

           Grant of this STA request will enable Intelsat to test the 9.2m antenna in
           anticipation of utilizing the antenna for IOT of a Ka—band satellite to be
           launched in the near future. This testing therefore will serve the public interest
           by potentially assisting in providing additional broadband service to consumers
           in the United States.



           ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
           this supporting letter electronically via the International Bureau‘s Filing System
           ("IBFS").
