Intelsat is authorized, for a period of 30 days, to perform telemetry, tracking, and control
("TT&C") operations while raising and maneuvering the Direct Broadcast Satellite ("DBS"),
EchoStar 16, to the 67.1° W.L. orbital location, using the following center frequencies 17.307
GHz and 17.7955 GHz (Earth—to—space); and 12.694 GHz, 12.695 GHz, 12.6965 GHz, and
12.6975 GHz (space—to—Earth). Operations under this authorization are subject to the terms,
conditions, and technical specifications set forth in Intelsat ‘s Application and the Federal
Communications Commission‘s rules, and are subject to the conditions set forth below.

Conditions:

1. All operations under this grant of special temporary authority shall be on an unprotected
and non—harmful interference basis. Intelsat shall not cause harmful interference to, and shall
not claim protection from interference caused to it by, any other lawfully operating radio
communication system.

2. In the event of any harmful interference as a result of operations under this grant of
special temporary authority, Intelsat shall cease operations immediately upon notification of
such interference and shall immediately inform the Commission, in writing, of such an event.

3. The LEOP operations will be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event
that harmful interference occurs.

4. Operations while at 67.1° W.L. shall shall not include the provision of commercial
services.

5. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective upon release.

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary
           Authority ("STA*)‘ for 30 days, from November 20, 2012 through December
           19, 2012, to use its Hagerstown, Maryland Ku—band earth station —— call sign
           KA258 —— to provide launch and early orbit phase ("LEOP") services for the
           Echostar—16 satellite that is expected to be launched on November 20, 2012.
           The LEOP period is expected to last approximately six days.3

           The Echostar—16 LEOP operations will be performed in the following frequency
           bands: 17307.0 MHz and 17795.5 MHz in the uplink (RHCP), and 12696.5
           MHz, 12697.5 MHz, 12694.0 MHz, 12695.0 MHz in the downlink (RHCP).
           The maximum uplink EIRP transmitted during the LEOP operations will be 85
           dBW, with an emission designator of 800KF2D. The LEOP operations will be
           coordinated with all operators of satellites that use the same frequency bands
           and are in the LEOP path. As such, there would be no risk of interference with
           respect to lawfully operating, co—frequency radiocommunication facilities.
           Nevertheless, all operators of satellites in that path will be provided with an
           emergency phone number where the licensee can be reached in the event that
           harmful interference occurs.

           ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
           this supporting letter electronically via the International Bureau‘s Filing System
           ("IBFS").
           * The permanent orbital location for Echostar—16, which is licensed by the
           United States, will be 61.5° E.L. The in—orbit testing location will be 67.1° E.L.
           * Intelsat is seeking authority through December 19, 2012 to accommodate a
           possible launch delay.

In addition, Intelsat attaches Exhibit A, which includes technical information
indicating that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any
lawfully operating terrestrial or government facility, In the extremely unlikely
event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will takeall reasonable steps to eliminate the interference.

Grant of this STA request will allow Intelsat to help launch the Echostar—16
satellite. This, in turn, will help ensure continuity of service at the 61.5° E.L.
location and thereby promotes the public interest.                     ‘
