Intelsat License LLC is granted STA to operate its earth station Call Sign E060388 in
Nuevo, California for 30—day period from October 24, 2012 through November 23, 2012
under the following conditions:

       1. Intelsat to provide in—orbit testing ("IOT") services for the Intelsat 23 satellite
       at orbital location 51.5° W.L. in the uplink frequencies 5925—6425 MHz and
       downlink frequencies 3700—4200 MHz.

       2. Intelsat will coordinate the proposed IOT operations at IOT location 51.5°
       W.L. with operators of co—frequency satellites within six degrees. During the drift
       from 51.5° W.L. to the satellite‘s permanent orbital location 43.0° W.L., Intelsat
       will coordinate with operators of co—frequency satellites in the drift path.

       3. The maximum uplink EIRP transmitted during the IOT operations
       will be 75 dBW, with an unmodulated carrier. Operations in some
       segments of the above frequency range will be at reduced eirp levels
       to ensure that interference is not caused to legally operating terrestrial
       facilities. In particular, operations in the 5930 — 5961 MHz and 6019
       — 6050 MHz frequency bands will be at an eirp level of 59 dBW,
       while operation in the 5989 — 6020 MHz frequency band will be at a
       level of 68.5 dBW.

       4. Operations, shall not cause harmful interference to, and shall not claim
       protection from, interference caused to it by any other lawfully operating station
       and it shall cease transmission(s) immediately upon notice of such interference.

       5. Grant of this authorization is without prejudice to any determination that the
       Commission may make regarding pending or future Intelsat License LLC
       applications.

       6. Any action taken or expense incurred as a result of operations pursuant to this
       STA is solely at Intelsat License LLC‘s risk.

       7. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
       delegated authority, 47 C.F.R. §0.261, and is effective immediately.

1. CONCLUSIONS



An interference study considering all existing, proposed and prior coordinated microwave
facilities within the coordination contours of the proposed earth station demonstrates that
this site will operate satisfactorily with the common carrier microwave environment.
Further, there will be no restrictions of its operation due to interference considerations.

2. SUMMARY OF RESULTS


A number of great circle interference cases were identified during the interference study of
the proposed. earth station. Each of the cases, which exceeded the interference objfective
on a line—of—sight basis, was profiled and the propagation losses estimated using NBS
TN101 (Revised) techniques. The losses were found to be sufficient to reduce the signal
levels to acceptable magnitudes in every case.

3. SUPPLEMENTAL SHOWING
Pursuant to Part 25.203(c) of the FCC Rules and Regulations, the satellite earth station proposed in this
application was coordinated by Comsearch using computer techniques and in accordance with Part 25 of
the FCC Rules and Regulations.

                             Intelsat License LLC ("Intelsat") herein requests a grant of Special
                             Temporary Authority ("STA")‘ for 30 days, from October 24, 2012
                             through November 23, 2012, to use its Nuevo, California C—band
                             earth station —— call sign E060388 —— to provide in—orbit testing ("IOT")
                             services for the Intelsat 23 satellite.

                             The Intelsat 23 IOT operations will be performed at the 51.5° W.L
                             longitude orbital location in the 5925— 6425 MHz frequency bands in
                             the uplink and the 3700—4200 MHz in the downlink (RHCP).2

                             The maximum uplink EIRP transmitted during the IOT operations
                             will be 75 dBW, with an unmodulated carrier. Operations in some
                             segments of the above frequency range will be at reduced eirp levels
                             to ensure that interference is not caused to legally operating terrestrial
                             facilities. In particular, operations in the 5930 — 5961 MHz and 6019
                             — 6050 MHz frequency bands will be at an eirp level of 59 dBW,
                             while operation in the 5989 — 6020 MHz frequency band will be at a
                             level of 68.5 dBW. A terrestrial coordination report is attached as
                             Exhibit A.

                             The IOT operations also have been coordinated with all operators of
                             satellites that use the same frequency bands and are within six degrees
                             of the IOT location. As such, there is no risk of harmful interference
                             into lawfully operating co—frequency satellites. In the extremely
                             unlikely event that harmful interference should occur due to

                             ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing
                             fee and this supporting letter electronically via the International
                             Bureau‘s Filing System ("IBFS").

Grant of this STA request will allow Intelsat to in—orbit test the
Intelsat 23 satellite, which is a critical step in ensuring that the
satellite is able to provide service continuity at its permanent location
