                  Application of ORBCOMM License Corp. for
                       Special Temporary Authorization

Pursuant to Section 25.120(b)(3) of the Commission’s Rules, ORBCOMM License Corp.
(“ORBCOMM) respectfully requests a 60-day Special Temporary Authorization (“STA”)
for commencement of operation on October 2, 2012, of an additional 50 kHz uplink
channel centered at 150.025 MHz, pending modification of the current FCC license for
the ORBCOMM Gateway Earth Station located at East Wenatchee, WA (FCC Call Sign
E940538) (the “GES”). The parameters of operation for the additional STA uplink
channel will be identical to the currently authorized uplink channel at 149.61 MHz. The
STA will allow the GES to provide connectivity to the first new ORBCOMM Generation
2 (“OG2”) satellite, currently scheduled for launch on October 7, 2012, during the
deployment and testing of the spacecraft. A pending application to modify
ORBCOMM’s FCC space segment authorization (FCC Call Sign S2103) (the
“Modification Application”) includes a request to add the 150.025 MHz feeder uplink
channel that is ripe for grant.1 ORBCOMM intends to file an application to modify the
regular earth station authorization for the GES once the request to add the feeder uplink
channel in the Modification Application has been granted. Issuance of the requested STA
will serve the public interest, convenience, and necessity by allowing use of the new
feeder uplink during the early deployment and testing of ORBCOMM’s first OG2
satellite.
