EXHIBIT Application of ORBCOMM License Corp. for Special Temporary Authorization ORBCOMM East Wenatchee, WA Gateway Earth Station FCC Call Sign E940538 Pursuant to Section 25.120(b)(3) of the Commission’s Rules, ORBCOMM License Corp. (“ORBCOMM) respectfully requests a 60-day Special Temporary Authorization (“STA”) for commencement of operation on October 2, 2012, of an additional 50 kHz uplink channel centered at 150.025 MHz, pending modification of the current FCC license for the ORBCOMM Gateway Earth Station located at East Wenatchee, WA (FCC Call Sign E940538) (the “GES”). The parameters of operation for the additional STA uplink channel will be identical to the currently authorized uplink channel at 149.61 MHz. The STA will allow the GES to provide connectivity to the first new ORBCOMM Generation 2 (“OG2”) satellite, currently scheduled for launch on October 7, 2012, during the deployment and testing of the spacecraft. A pending application to modify ORBCOMM’s FCC space segment authorization (FCC Call Sign S2103) (the “Modification Application”) includes a request to add the 150.025 MHz feeder uplink channel that is ripe for grant.1 ORBCOMM intends to file an application to modify the regular earth station authorization for the GES once the request to add the feeder uplink channel in the Modification Application has been granted. Issuance of the requested STA will serve the public interest, convenience, and necessity by allowing use of the new feeder uplink during the early deployment and testing of ORBCOMM’s first OG2 satellite. 1 See, File No. SAT-MOD-20111021-00207, FCC Public Notice, Report No. SAT-00825, released December 2, 2011. No oppositions to the Modification Application were entered in the IBFS record or served on ORBCOMM. On August 9, 2012, ORBCOMM filed an amendment (the “Amendment”) to the Modification Application. The Amendment made no change to the Modification Application request to add the new 150.025 MHz feeder uplink channel that had already appeared on Public Notice.
